There is hereby created a Department of Police within the City of Ellsinore, Missouri.

The Department of Police shall consist of a Chief of Police and the number of deputies shall be based on current need.

The work week of each officer of the Police Department shall be based on current need and availability of funds. The Chief of Police shall prepare a work schedule for each officer subject to the approval of the Mayor and Board of Aldermen.

The compensation of the Chief of Police shall be set by the Board of Aldermen within a range of the minimum wage allowed by the State of Missouri to an amount deemed reasonable and affordable, payable weekly.

The compensation of the deputies shall be set by the Board of Aldermen within a range of the minimum wage allowed by the State of Missouri to an amount deemed reasonable and affordable, payable weekly.

The Chief shall, subject to approval of the Mayor and Board of Aldermen, promulgate such rules and regulations for the proper operation of the Department as shall be deemed necessary and not inconsistent with law.

A. 
Pursuant to the provisions of Section 70.820, RSMo., the regular Peace Officers and Reserve Officers are hereby authorized to make emergency response, provide mutual aid and assistance outside the City of Ellsinore in the County of Carter when such emergency or need for mutual aid and assistance is required or requested.
B. 
Accordingly, under the aforementioned Section, the Carter County Peace Officers and Reserve Officers are hereby authorized to make emergency response and provide mutual aid and assistance within the City of Ellsinore and to utilize the City traffic and criminal ordinances whenever such emergency or need for mutual aid and assistance is required or requested.
The Mayor with the approval of a majority of the members of the Board of Aldermen shall appoint a Chief of Police who shall perform all duties required of the Marshal by law and any other Police Officers found by the Board of Aldermen to be necessary for the good government of the City. The Chief of Police shall be twenty-one (21) years of age or older.
The Police of the City may be appointed in such numbers, for such times and in such manner as may be prescribed by ordinance. They shall have power to serve and execute all warrants, subpoenas, writs or other process and to make arrests in the same manner as the Marshal. They may exercise such powers in areas leased or owned by the municipality outside of the boundaries of such municipality. The Marshal and Police Officers shall be conservators of the peace and shall be active and vigilant in the preservation of good order within the City.
The Board of Aldermen of the City may by ordinance enter into a contract or agreement with any other political subdivision for the provision of police services by one political subdivision to another on request as provided for in Section 70.815, RSMo. The terms "Chief of Police," "Police," "Police Officer" and "Police Department," as used herein, shall refer to Law Enforcement Officers of the contracting entity.
