It shall be at the Board of Aldermen's discretion to allow out-of-town residents water service. If the out-of-town service is allowed, the City of Ellsinore will provide the necessary lines and meter, at the cost of time and material, to be paid by the property owner and to be installed at City specifications.

The Superintendent of Utilities shall have the right to inspect the water lines and meters for repairs or replacement and meter readings. It shall be the responsibility of out-of-town property owners to whom service is being rendered for all maintenance work on water lines and meters outside of the City limits of Ellsinore. The City of Ellsinore shall have the right to disconnect a service line if needed repairs are not done as soon as possible.

The following shall be the schedule of the monthly charges for rural water service furnished by the waterworks of the City of Ellsinore, Missouri, to wit:
0 to 1,000 gallons
$22.50
1,001 gallons and over
$1.00 per thousand gallons

The meter shall be read on the first of the month and bills entered as monthly services accrue; that all bills shall be due and payable from the date such bills are rendered at the City Hall during regular hours of business.

If any bill for water service shall be and remain due and unpaid after the 15th of the next succeeding month in which service was rendered, an additional charge of ten percent (10%) thereof shall be added thereto.

If any bill for water service shall be and remain as long as the fifth of the second month succeeding the month in which service was rendered, past due and unpaid, service to such customer shall be discontinued and shall not be reconnected until all of the bill is paid in full, together with a reconnection charge of thirty dollars ($30.00). It shall be the duty of the City Clerk to notify the Superintendent of the City's waterworks of such delinquency and such Superintendent shall proceed immediately to disconnect water service.

Application for water service to premises never before connected with the City's water system shall be made to the City Clerk or other person designated by the Board of Aldermen by the owner or the occupant of the property to be served and, upon the deposit of fifty dollars ($50.00) to be known as a "meter deposit," the owner or the occupant may be connected with the City's waterworks system.

In addition to the meter deposit, there shall be a non-refundable service connection fee of twenty-five dollars ($25.00) to turn on the water meter.
