A.
When any vehicle is parked or abandoned on any highway or public
parking lot within this municipality during a snowstorm, snow removal
operations, flood, fire or other public emergency or during pavement
maintenance operations which affects that portion of the public highway
or parking lot upon which said vehicle is parked or abandoned, said
vehicle may be removed by authority or under the direction of the
Mayor, Deputy Mayor, Street and Water Commissioner or their designee.
B.
When any vehicle is found unattended on any street, highway, parking
lot or public way within this Village where said vehicle constitutes
an obstruction to traffic, said vehicle may be removed by authority
or under the direction of the Mayor, Deputy Mayor, Street and Water
Commissioner or their designee.
C.
When any vehicle is parked or abandoned on any street, highway, parking
lot or public way within this Village where stopping, standing or
parking is prohibited, said vehicle may be removed by authority or
under the direction of the Mayor, Deputy Mayor, Street and Water Commissioner
or their designee.
D.
When the owner of a vehicle fails to pay parking fines, said vehicle
might be removed impounded by authority of the Mayor or his designee.
Any owner of a vehicle impounded for the purpose of this article
shall pay an impound fee as established each year through resolution
of the Village Board of Trustees in addition to any storage, removal
and hauling fees provided by the towing vendor.
It shall be the duty of the Street and Water Commissioner to
ascertain, to the extent possible, the owner of the vehicle or the
person having the same in charge and to notify him of the removal
and disposition of such vehicle and of the amount which will be required
to redeem same. Said Street and Water Commissioner shall also, without
delay, report to the Village Clerk the removal and disposition of
any vehicle removed as provided in this article.
