In response to the increasing problem of solid waste disposal, the State of Connecticut has mandated that each town in the state reduce its solid waste stream by 25%. To that end, certain items have been identified by the state and the Town for mandatory recycling. The items, as defined in the Connecticut General Statutes, are set forth in the definition of "recyclable materials" in ยงย 286-11.
As used in this article, the following terms shall have the
meanings indicated:
Furniture (wooden, plastic or metal), appliances, metal items,
tanks, furnaces, hot water heaters, large plastic items, porcelain
items, brush, demolition or remodeling debris (excluding asbestos,
radioactive materials, and hazardous waste), masonry, rock, rugs,
car parts, batteries, tires, stumps, logs, wood scraps, clothing,
computers and electronics.
Solid waste from residential, commercial and industrial sources,
land-clearing debris, demolition debris, and scrap metal, excluding
solid waste consisting of significant quantities of septic waste and
hazardous waste as defined in Connecticut General Statutes ยงย 22a-115.
Items A through K below are designated recyclable materials.
However, established markets for recycling of all of the recyclable
materials may not be available. Consequently, the Public Works Department
may designate the recyclable materials to be collected in the Town
of Suffield.
CARDBOARDCorrugated boxes and similar corrugated materials which have a minimum of contamination by food or other materials.
GLASS FOOD AND BEVERAGE CONTAINERSGlass bottles or jars of any shape or color up to one gallon in size used to package food products suitable for human or animal consumption.
METAL FOOD AND BEVERAGE CONTAINERS AND ALUMINUM FOILAny aluminum, bimetal, steel, tin-plated, or other metallic can up to one gallon in size, any plate, or tray of any size or shape used to package food products suitable for human or animal consumption, which has a minimum of contamination by food or other materials.
ASEPTIC PACKAGINGGable top, plastic-coated paper containers, cartons, or juice boxes up to one gallon in size used to package food or drink products suitable for human or animal consumption
NEWSPAPERS, MAGAZINES and CATALOGSUsed or discarded newsprint which has a minimum of contamination by food or other materials.
PLASTICAny plastic containers marked No. 1, up to three liters in size, or No. 2, up to one gallon in size, except any containers previously containing automotive fluids or medications.
WASTE OIL and ANTIFREEZECrankcase oil that has been used in internal combustion engines and antifreeze.
SCRAP METALUsed or discarded items which consist predominately of ferrous metals, aluminum, brass, copper, lead, chromium, tin, nickel, or alloys thereof, including, but not limited to, white goods (appliances).
STORAGE BATTERIESLead acid batteries or other batteries used in motor vehicles such as automobiles, airplanes, boats, recreational vehicles, tractors, and like applications.
OFFICE PAPERUsed or discarded high-grade white paper and manila paper, including, but not limited to, paper utilized for file folders, tab cards, writing, typing, printing, computer printing, and photocopying, which is suitable for recycling and which has a minimum of contamination.
LEAVESFoliage of trees and bushes.
All solid waste of the Town, including, but not limited to,
all garbage, ashes, trade wastes, salvageable trade wastes, papers,
cardboard, plastics, metal cans, glass bottles, garden and lawn refuse,
packaging material, furniture, bedding, rubber and leather. Refuse
shall not include body wastes, septic waste or hazardous waste, bulky
waste or recyclables.
Includes any person, firm or corporation authorized by the
Board of Selectmen to engage in the business of collecting, transporting
and disposing of refuse and solid waste, including recyclable materials,
within the Town.
All refuse accumulated in the Town shall be collected, conveyed and disposed of by persons licensed by the State of Connecticut in accordance with Article II of this chapter.
A.ย
The owner of each premises who qualifies for Town pickup, where recyclable
materials are created or generated, shall use Town-owned and furnished
recyclable containers or provide sufficient receptacles at a suitable
place upon such premises for receiving and holding such recyclable
materials during the intervals between collections. Recyclable materials
containers shall be maintained in good condition. For residents who
select curbside pickup, Town-owned containers will be distributed
by the hauler or at the Town Landfill, remain the property of the
Town, and shall be replaced by the Town when no longer in good condition.
The recyclables container is assigned to the property, not to the
owner of the property, and is to remain with the property upon change
of ownership.
B.ย
Loose materials. The Town shall not be obligated to collect any material
not contained in the approved recycling container, which materials
are loose and not bundled, tied or confined, causing such materials
to be scattered around.
C.ย
Containers not conforming to the above requirements or which may
be a sanitary or accident hazard may be left unemptied and the occupant
of the premises notified.
A.ย
The persons having custody or control of residential premises from
which recyclable materials are offered for collection shall see that
the same are placed at the side of the nearest public or private road
not earlier than 24 hours before the scheduled time of collection
for said road nor later than 6:00 a.m. on scheduled collection days,
in such containers and bundles, and in such a manner that said containers
and bundles do not constitute a travel or health hazard or nuisance
of any sort, and after said containers have been emptied, they shall
be removed from the side of the road within 12 hours after the material
therein has been collected. Violations and any penalties may be waived
by the Public Works Department if the Public Works Department determines
that the violations were as a result of a hardship.
B.ย
All recyclable materials collected or transported within the Town
of Suffield shall be carried in tightly covered vehicles, or in tightly
covered containers in such vehicles. Any such materials which are
collected or transported in open top vehicles shall be suitably covered
so as to prevent scattering litter upon the streets. All vehicles
used for the collection or transportation of recyclable materials
within the Town shall be subject to the approval of the Public Works
Department.
A.ย
Public places. No person shall place any recyclable materials in
any street, alley or other public place or upon any private property,
whether owned by such person or not, within the Town except in proper
containers or otherwise properly prepared for collection under express
approval granted by the Public Works Department.
B.ย
Accumulation of recyclable materials. Any uncontained accumulation
of recyclable materials on any premises is hereby declared to be a
nuisance and is prohibited. Failure to remove any uncontained accumulation
of recyclables within two days after written notice given by the Town
to remove the same shall be deemed a violation of this article.
C.ย
Scattering of recyclables. No person shall store, place, sweep or
deposit anywhere within the Town any such recyclables in such a manner
that they may be carried or deposited by the elements upon or in any
street, sidewalk, alley, sewer, parkway or other public place, or
in any stream or other body of water, or into any occupied premises.
Fees for the disposal of recyclable material at the Town Landfill, if any, shall be established by the Public Works Department and approved by the Board of Selectmen by regulation from time to time in accordance with Article II of this chapter.
A.ย
Curbside, landfill or commercial collection.
(1)ย
Separation of materials; curbside collection. Recyclable materials
shall be separated from the remainder of the refuse as required by
the hauler and placed at the curb or other designated collection place
for collection on the days designated by the refuse hauler.
(2)ย
Separation of materials at the Landfill. Residents who have opted
to bring their refuse to the Landfill shall separate recyclable materials
from the remainder of the refuse and place them in the appropriate
locations at the Landfill.
(3)ย
Separation at dumpsters. Multifamily dwelling units and each commercial,
industrial or other nonresidential entity excluded from curbside collection
shall provide, or shall require its refuse hauler to provide, separate
dumpsters or other collection containers for refuse and for each recyclable
material accumulated on the premises. Containers shall be placed immediately
adjacent to each other and labeled as to the material intended for
each in a prominent location.
B.ย
Methods of separating and packaging. All recyclable materials shall
be separated from the remainder of the refuse as directed by written
notice in the current "Recycling Guide" available to residents or
printed in the local newspapers from time to time, and available at
the Town Hall Selectmen's office or the Suffield Landfill.
(1)ย
Recyclables pickup. Suffield residents, owners, and occupants whose
recyclables are removed by a refuse hauler shall use recycling containers
provided by the Town. The following recyclable materials shall be
placed in such containers, or beside such container when full, properly
bundled or tied, when necessary, to keep material from becoming loose
or scattered:
(a)ย
Cardboard. Corrugated cardboard, free of foreign materials such
as packaging labels or plastic. Boxes must be flattened. Items must
be cut into sections no larger than three feet by three feet.
(b)ย
Glass food and beverage containers. Rinse containers clean,
remove covers or lids. Labels may be left on. Note: Pyrex, mirrors,
light bulbs, ceramics, crystal and plate (window) glass cannot be
recycled.
(c)ย
Metal food and beverage containers. Rinse containers.
(d)ย
Aseptic packaging (drink boxes; milk and juice cartons). Rinse
cartons, remove caps and straws, crush containers.
(e)ย
Newspapers, magazines and catalogs. Commingled and placed in
paper bags.
(f)ย
Plastics (Nos. 1 and 2) with the exception of automotive fluid
containers. Rinse containers clean, remove covers or lids. Do not
crush.
(g)ย
Waste motor oil and antifreeze. Place in original containers,
or other plastic containers with lids. Clearly mark as "antifreeze"
or "motor oil."
C.ย
Depositing recyclables at the Landfill.
(1)ย
Additional recyclable materials. In addition to cardboard, glass food and beverage containers, metal food and beverage containers, aseptic packaging, newspapers, magazines and catalogs, plastics Nos. 1 and 2, vehicular batteries and waste motor oil and antifreeze as set forth in Subsection B(1) above, the Suffield Landfill will also accept tires, mixed paper, white paper, leaves, clothing, batteries and scrap metal.
(a)ย
White office paper, businesses only: used or discarded white
office paper such as that used for photocopying or with computers,
or for writing, printing and typing.
(b)ย
Mixed paper is computer printout, ledger paper, laser paper,
fax paper, bond paper, white stationary, copy paper, file stock, brochures,
reinforced envelopes, and any colored paper.
(2)ย
Separation of materials at the Landfill. All recyclable materials
shall be placed in Landfill areas designated for these by the Public
Works Department. Regulations regarding the separation of the recyclable
materials have been set forth by the Public Works Department. Those
disposing of recyclable materials should check with the Landfill management
personnel to determine the requirements for each type of recyclable
material.
The Public Works Department may promulgate additional rules
regarding all collection and disposal procedures from time to time
and after notice and hearing, as it deems proper, but such rules shall
not be inconsistent with this article.

Any person violating the terms of this article shall be fined
not more than the maximum amount authorized by the Connecticut General
Statutes, in addition to any other penalty imposed hereunder. Recyclables
placed out for collection not in accordance with this article and
said regulations, upon the recommendation by the Public Works Department
and Board of Selectmen, may not be collected by the hauler.

Violations of this article shall be investigated by the Suffield
Police Department.
