The above-listed municipalities[1] join and be a member of the Western Cumberland Council
of Governments in accordance with the Intergovernmental Cooperation
Agreement and Bylaws of the Western Cumberland Council of Governments
and any laws or contracts which apply.

municipalities are as follows: Cooke Township; Hopewell Township;
Lower Mifflin Township; Lower Frankford Township; Newburg Borough;
Newville Borough; North Newton Township; Penn Township; Shippensburg
Borough; Shippensburg Township; Southampton Township; South Newton
Township; Upper Frankford Township; Upper Mifflin Township.
The Intergovernmental Cooperative Agreement and Bylaws of the
Western Cumberland Council of Governments attached hereto and made
part hereof and hereby approved, and that such Intergovernmental Cooperative
Agreement and Bylaws may be amended from time to time by a voting
representation of all member municipalities of the Western Cumberland
Council of Governments.
