A permanent Addiction Prevention and Support Advisory Panel ("Advisory Panel") is hereby established to provide assistance and advice to the County in combating the opioid crisis in an interdisciplinary manner.
The Advisory Panel shall consist of the following 29 members:
A. 
The Presiding Officer of the Suffolk County Legislature, or his/her designee, who will serve as Chair;
B. 
The Chair of the Health Committee of the Suffolk County Legislature, or his/her designee;
C. 
The Chair of the Public Safety Committee of the Suffolk County Legislature, or his/her designee;
D. 
The Chair of the Education and Labor Committee of the Suffolk County Legislature, or his/her designee;
E. 
The Associate Director of Operations for Neurosciences at Stony Brook University Hospital;
F. 
The Director of Adult Inpatient Services at Stony Brook University Hospital;
G. 
A representative from the Suffolk County Department of Health Services, Division of Community Mental Hygiene, to be appointed by the Commissioner of the Suffolk County Department of Health Services;
H. 
The Commissioner of the Suffolk County Police Department, or his/her designee;
I. 
The Suffolk County Sheriff, or his/her designee;
J. 
A representative from the Suffolk County Superintendents' Association;
K. 
A representative from Hope House Ministries;
L. 
A representative from the North Shore Youth Council;
M. 
A representative from Long Island Council on Alcoholism and Drug Dependence, Inc. (LICADD);
N. 
A representative from Suffolk County Communities of Solution;
O. 
A representative from the Family and Children's Association (FCA);
P. 
A representative of Families In Support of Treatment (FIST);
Q. 
A representative of Eastern Long Island Hospital;
R. 
A representative of the Family Services League;
S. 
A representative of the Nassau/Suffolk Hospital Council;
T. 
A representative of the Long Island Prevention Resource Center;
U. 
A representative of New York State Office of Alcoholism and Substance Abuse Services (OASAS);
V. 
A representative of Outreach House;
W. 
A member of the public, to be appointed by the Suffolk County Legislature.
X. 
The Suffolk County District Attorney, or his or her representative;
Y. 
The Director of the Department of Probation, or his or her representative;
Z. 
The Medical Examiner, or his or her representative;
AA. 
The Commissioner of the Department of Health Services, or his or her representative;
BB. 
The President of the Fire Chiefs Council of Suffolk County, or his or her representative; and
CC. 
The Chair of the Seniors and Human Services Committee of the Suffolk County Legislature, or his/her designee.
A. 
The Advisory Panel shall hold its first meeting no later than 30 days after the oaths of office of all members have been filed, which meeting shall be convened by the Chairperson of the Advisory Panel for the purposes of selecting a Vice Chair and a Secretary.
B. 
The members of said Advisory Panel shall serve without compensation and shall serve at the pleasure of their respective appointing authorities.
C. 
The Advisory Panel shall hold regular meetings at least quarterly, keep a record of all its proceedings, and determine the rules of its own proceedings with special meetings to be called by the Chairperson. Each member of the Advisory Panel shall attend a minimum of three meetings annually.
D. 
Fifteen members of the Advisory Panel shall constitute a quorum to transact the business of the Advisory Panel at both regular and special meetings.
E. 
The Advisory Panel shall conduct a minimum of two formal public hearings annually to acquire necessary information or other data to assist the panel in gathering information and developing recommendations. Each member of the Advisory Panel shall attend a minimum of one formal public hearing annually.
F. 
The Advisory Panel shall cooperate with the committees of the County Legislature and make available to each committee, upon request, any records and other data it may accumulate or obtain and provide quarterly reports to the pertinent committees.
Beginning in 2018, the Advisory Panel shall prepare a written annual report, to be submitted by December 31 of each year to the Clerk of the Legislature, each County Legislator and the County Executive, which details the work of the committee over the course of the year, recommendations to improve the County's response to the opioid addiction crisis and a summary of the previous year's recommendations and the outcomes associated therewith, if any.
