The provisions of this Article shall apply to the subdivision, re-subdivision and development of land (site plans) in all existing or future zoning districts, including commercial and industrial zones which permit residential development, where five (5) or more residential lots or dwelling units are proposed, and where the land has been the subject of an applicant-initiated zone change which has resulted in an increase in the lot yield or density allowance.
