Editor's Note: This ordinance provided that it would be effective 30 days after adoption and that payments under § 91-5B and C would be applicable only to regular elections held and certifications attained after the effective date.
At each election at which the electors choose Registrars of Voters, there shall be elected two such Registrars, one for each major political party. The election of the Registrars shall follow the provisions of Section 9-190 of the Connecticut General Statutes. Each Registrar so elected shall be a resident of the Town of Montville and upon ceasing to be a resident shall cease to hold office.
Each Registrar of Voters elected pursuant to this chapter shall serve a term of two years. The term shall commence from the Wednesday following the first Monday of January succeeding an election for Registrar of Voters.
They shall have all the powers and duties conferred or imposed by law on Registrars of Voters.
In accordance with Connecticut General Statutes Section 9-192a, as it may be amended from time to time, each Registrar of Voters shall successfully complete a certification program and program(s) to maintain such certification as prescribed by the office of the Secretary of the State.
Each Registrar of Voters shall receive the following sums for his or her services:
A. 
An annual salary in an amount to be fixed by the Town Council;
B. 
A payment in the amount of $350 for services performed on the day of each regular election only [as the term "regular election" is defined by Connecticut General Statutes Section 9-1(o), as it may be amended from time to time]; and
C. 
A payment in the amount of $350 (not more than one such payment may be made in any fiscal year) upon presentation to the Mayor of a certificate demonstrating to the satisfaction of the Mayor that the Registrar has successfully completed a certification program and/or a certification maintenance program(s) per § 91-4 of this chapter.
D. 
Resolution Nos. 91-271 and 2004-148 regarding medical insurance and cost shares are repealed.
E. 
Elected or appointed Registrars of Voters shall be ineligible to receive health insurance benefits through the Town. The Registrars of Voters presently in office as of November 1, 2014, shall receive health insurance benefits until they no longer hold office or January 9, 2017, whichever comes first.
F. 
Elected or appointed Registrars of Voters shall work less than 20 hours per week and will not qualify as members of the Connecticut Municipal Employees Retirement System ("CMERS") pursuant to Chapter 113 of the Connecticut General Statutes.
G. 
Resolution No. 2016-36, regarding a payment of a stipend to each Registrar of Voters, is repealed as of the effective date of these amendments to this chapter. Said repeal shall have no effect on stipends already paid pursuant to Resolution No. 2016-36.
