[Amended at time of adoption of Code (see Ch. 1, General Provisions, Art. I)]
A. 
The Fire Chief shall be the ranking officer in charge of the Fire Department and shall be responsible for the overall operation and efficiency of the Department and for the extinguishing of fires and protection of life and property.
B. 
The Fire Chief shall be responsible for the discipline and efficiency and training of all members assigned to the Fire Department or divisions within such Department.
C. 
The Fire Chief shall be responsible for the conditions of all installations, quarters, apparatus and equipment; also the effective operation and efficiency of all units in the Fire Department.
D. 
The Fire Chief shall be responsible for the supervision, direction and control of operations necessary to carry out all functions relating to fire operations and fire prevention field inspection activities.
E. 
The Fire Chief shall conduct such inspections and surveys of all units within the Fire Department necessary for effective supervision, management and administration of such Department.
F. 
The Fire Chief shall submit to the Mayor and Common Council reports and necessary recommendations on all matters of major importance relative to functions of the Fire Department.
G. 
The Fire Chief shall recommend to the Mayor the location and erection of new quarters for housing of firefighting equipment and personnel and also the purchase of new apparatus and firefighting equipment.
H. 
The Fire Chief shall carefully and thoroughly investigate all meritorious acts occurring within the Department and make reports thereon to the Mayor.
I. 
The Fire Chief may suspend from duty any member of the Fire Department for infraction of rules and regulations or department orders and instructions, or for conduct prejudicial to good order, efficiency or discipline of the Fire Department. Upon such suspension, the Fire Chief shall immediately prefer charges as prescribed by the Civil Service Law of the State of New York.
J. 
The Fire Chief shall see that the Fire Prevention Code, as adopted by the City of Plattsburgh, is strictly enforced.[1]

A. 
The Assistant Chief on duty shall rank next to the Fire Chief of the Department in authority.
B. 
The Assistant Chiefs shall put into effect the policies and procedures of the Fire Department. In the absence of the Fire Chief, they shall be responsible for the Fire Department, performing duties and exercising the authority of the Fire Chief.
C. 
They shall respond to all alarms of fire and other emergencies as required and command until the arrival of the Fire Chief.
D. 
They shall have a thorough knowledge of modern firefighting and fire prevention methods; thorough knowledge of the City Building Codes and Fire Prevention Laws and Ordinances;[1] ability to recognize fire hazards; good knowledge of the geography and building conditions of the City; thorough knowledge of first-aid methods; ability to plan and supervise work for subordinates and to maintain discipline; resourcefulness; sound judgment; and good physical condition.

E. 
At frequent intervals, they shall inspect the fire station quarters, equipment and personnel. A written report shall be made to the Fire Chief.
F. 
They shall organize drills, supervise training, make inspections and investigations and keep themselves fully informed of conditions within the Fire Department, heed all evidence of neglect or inefficiency and take corrective action as required. A written report shall be made to the Fire Chief.
G. 
They shall generally supervise fire prevention and preplanning inspections of buildings and areas. Reports of these inspections shall be forwarded to the Fire Chief for appropriate action.
H. 
They shall prepare and submit reports and records as required by the Fire Chief and perform other related duties as assigned.
I. 
They shall protect life and property and see that the Fire Prevention Code of the City of Plattsburgh is strictly enforced.
J. 
All officers shall see that they are familiar with the SOPs to dispatchers regarding extra alarms.
K. 
All officers will see that all additional duties assigned on a day-to-day basis by Fire Chief are carried out with cooperation and dispatch.[2]
