The dispatcher or desk officer shall be designated by the Chief
of Police.
The desk officer shall not leave the desk during the officer's
tour of duty except for personal necessity, official duties within
the Department or upon urgent police business. When required to leave
the post for any reason, the desk officer shall notify the commanding
officer in charge of the shift of the reason.
The desk officer shall not permit anyone behind or at the desk
area, except superior officers or other members of the Department
in the line of duty or as directed by the supervisor.
The desk officer shall make the proper entries whenever a member
of the Department reports to the officer for duty or from duty.
The desk officer shall bring to the attention of the commanding
officer all matters of importance, e.g., unusual occurrences, important
messages or conditions requiring the officer's attention.
The desk officer shall transact business in a courteous, prompt
and businesslike manner. Calls shall be answered promptly and communications
transmitted without delay. Profane, abusive and insulting language
will not be tolerated. The police communication system, radio, telephone
or teletype will be used for police and other necessary business.
No toll calls will be made on a police telephone without the permission
of the commanding officer. All toll calls that are required will be
listed in a toll-call book to be maintained at the desk in the Department.
The desk officer will wear the prescribed uniform at all times
during the officer's tour of duty.
The desk officer will record on the daily blotter, the name,
rank and patrol post or beat of all members on duty.
The desk officer going off duty will give to the desk officer
coming on duty all unfinished matters as relates to the Police Department.
The desk officer is strictly responsible for the care and safety
of all male prisoners confined in the cells within the Department,
and the officer will cause the observation of female prisoners confined
within the Department by the on-call policewoman. The desk officer
shall check the prisoners in the cells at least every half-hour or
less when the situation calls for it. The times of these checks shall
be listed in the prisoner's log. The desk officer shall bring to the
attention of the commanding officer any prisoner requiring medical
care or constant observation.
