Notice of disciplinary action. No dismissal, demotion, transfer,
reassignment or other personnel action which might result in a loss
of pay or benefits, or which might otherwise be considered as punitive
measures, shall be taken against a law enforcement officer unless
such law enforcement officer is notified of the action and the reason(s)
therefor prior to the effective date of these actions. The officer
shall receive a written notification of the reason(s) for these actions.
