The Common Council may, however, in its discretion, enter into
mutual aid agreements with various towns, villages, communities and
fire departments within the County of Clinton, and, in such event,
the provisions of such agreements or resolutions authorizing such
agreements shall prevail when in conflict with any of the provisions
of this section.

The City of Plattsburgh hereby consents to be included in a
Clinton County Mental Health Service to be established by the County
of Clinton, pursuant to the provisions of § 190-a, Subdivision
3 of the Mental Hygiene Law of the State of New York.[1]
