No individual, person, firm, association or corporation shall rent or lease any property or properties within the City of Plattsburgh, New York, for the exhibition of a circus, carnival or other amusement where a large number of persons assemble, unless such properties shall be equipped with sanitary toilets, separate toilets to be provided and maintained for the male and female sex, with suitable water and sewer facilities.
No permit for the exhibition of a carnival, circus or other amusement shall be authorized to be issued by the Mayor or Common Council until such time as it has been ascertained that the said property is equipped in accordance with the provisions of the foregoing section.
Application for permission to exhibit a carnival, circus or other amusement shall state that sanitary facilities for both the male and female sex, approved by the Health Officer, have been provided, and the owner of said property or his designated representative shall sign such application and shall thereafter be held responsible for the maintenance of said sanitary facilities.

Any person or persons violating any of the provisions of this article shall, upon conviction thereof, be subject to a fine not exceeding $250 or imprisonment for a term not exceeding 15 days, or both. Each day that a violation of this article shall continue shall constitute a separate offense.
It shall be the duty of the Health Officer to inspect all premises for which permission has been granted by the Mayor or Common Council for the exhibition of circuses, carnivals or other amusements, and he shall report, in writing, to the Mayor any violation of the intent of this article.
