As used in this article, the following terms shall have the
meanings indicated:
PLAY VEHICLE
Any device not powered by a motor and used for propelling
or transporting one or more persons, including, but not limited to,
skateboards, in-line skates, and roller skates.
No person shall use or operate a play vehicle on the walks,
steps, or paved areas leading to or adjacent to any public building
or monument, or within the structure known as the "farmer's market."
The Common Council may, by resolution, designate areas within
the City, including areas within the Central Business District and
on public building and monument grounds, where play vehicles may be
operated. Such areas shall be identified for such use by appropriate
signage.

Play vehicles and operation of play vehicles shall in all cases
comply with state law requirements, including Vehicle and Traffic
Law Article 34, Operation of Bicycles and Play Devices, § 1230
et seq.
A violation of this chapter shall be punishable by a fine in
the amount of $25 for the first offense; $50 for the second offense
committed within 12 months of the first offense; $100 for the third
and each subsequent offense committed within 12 months of the first
offense.
