GENERAL REFERENCES
Municipal Lighting Department — See Ch. 40, Art. I.
In order to obtain electrical service from the Plattsburgh Municipal Lighting Department, the following procedures are hereby established:
A. 
All persons desiring to make an electrical installation of any type must obtain an electrical permit from the Building Inspector of the City of Plattsburgh, New York. No work is to be started prior to obtaining a permit and securing a service location.
B. 
Following issuance of a building permit, the person desiring a service connection must contact (or have his representative contact) the Plattsburgh Municipal Lighting Department and arrange an appointment for a service location sheet to be issued. No electrical work is to be started prior to the issuance of a service location sheet.
C. 
An inspection by an electrical inspection person or agency approved by the City must be requested and approval obtained prior to the Plattsburgh Municipal Lighting Department completing the electrical connection for a service location.

(1) 
If more than 50% of the structure is being renovated, then the structure shall be brought up to the current electric code.
(2) 
The customer's electric account with the Plattsburgh Municipal Lighting Department shall be paid up to date with no outstanding balances.
D. 
It is explicitly prohibited for the Plattsburgh Municipal Lighting Department to effect an electrical service connection until such time as the above items have been complied with in full.
All electrical permits for service locations are valid for a period of 90 calendar days only. If the electrical work has not been effectively started prior to the expiration of the 90-day period following issuance of the building permit, the building permit and service location become null and void.
Persons desiring an electrical service connection shall prepare and submit to the Plattsburgh Municipal Lighting Department, together with their request for a service location, a load data collection sheet covering the entire electrical loading to be imposed on the requested new service location. A load data calculation sheet can be obtained from the Building Inspector's office.
Persons desiring the installation of electrical heating and/or cooling facilities shall prepare and submit to the Plattsburgh Municipal Lighting Department, together with their request for a service location, a heat loss calculation sheet covering the structure to be heated and/or cooled. A heat loss calculation sheet can be obtained from the Building Inspector's office.
Applications for the installation of electric heating shall be processed in the numerical order of date and application number of receipt. Such application will be approved, when all application procedures have been observed, if the power capacity in the Plattsburgh Municipal Lighting Department system is available without detrimental loading effects to the system. Special "hardship" occasions of applicants shall be ruled and acted upon on an individual basis by the Mayor's office, in conjunction with the Plattsburgh Municipal Lighting Department Management.
The acquisition of an electric service does not permit the installation of electric heat which requires the issuance of a building permit from the Building Inspector's office. Any future installations must make application for a new building permit prior to the start of any work.
