A. 
There is hereby created within the Department of Public Safety a Division of Emergency Management, the head of which shall be the Office of Emergency Management Coordinator, who shall be appointed by the Mayor to a term of three years.
B. 
The Office of Emergency Management Coordinator shall be a resident of the City of Rahway and, as a condition of the Coordinator's appointment and right to continued appointment for the full term of appointment, shall have successfully completed at the time of appointment or within one year immediately preceding the Coordinator's appointment the current approved home study course and the basic emergency management workshop.
C. 
The Office of Emergency Management Coordinator shall be responsible for the planning, activating, coordinating, and conduct of the emergency management operations within the City in accordance with N.J.S.A. App. A:9-40.1 et seq. and other related orders and directives of the State Director of the Office of Emergency Management or the Governor of the State of New Jersey, in accordance with the State Civil Defense Act, Public Law 1942, Chapter 251 and amendments thereto.
D. 
There is hereby created an Emergency Management Council within the City of Rahway to be composed of not more than 15 members who shall be appointed by the Mayor and serve at the Mayor's pleasure. The Emergency Management Coordinator shall be a member and shall serve as the Chairperson of said Council. The Council shall assist the City in establishing the various local volunteer agencies needed to meet the requirements of all local emergency management activities in accordance with the rules and regulations established by the Governor in pursuance of the provisions of the Emergency Management Act, and it shall operate in accordance with N.J.S.A. App. A:9-41.
