The Borough of Folcroft does hereby create a Recreation Board which may provide, improve, maintain, and regulate public parks, parkways and playgrounds, playfields, swimming pools, public baths, bathing places, indoor recreation centers, and gymnasiums, hereinafter called "recreation places," within the limits of the Borough of Folcroft, as authorized by Article XXVII of the Borough Code, 53 P.S. § 47701 et seq.[1]

The Recreation Board shall consist of five members, from and after the date of enactment of the amendment to this section. Thereafter, as the term of any member of the Recreation Board shall expire, his successor shall be appointed by the Borough Council for a term of five years, or until his successor is duly appointed. Vacancies in the Recreation Board shall be filled by the Borough Council for the unexpired term. Members of the Recreation Board shall serve without pay. Women shall be eligible for appointment. The members of the Recreation Board established pursuant to this article, as authorized by the Borough Code,[1] shall elect their own Chairman and secretary and select all other necessary officers to serve for a period of one year and may employ such persons as may be needed, as authorized by Article XXVII of the Borough Code, 53 P.S. § 47701 et seq., as amended.[2] The Board shall have the power to adopt rules and regulations for the conduct of all business within its jurisdiction.

The Board shall not have any power to levy and taxes or to issue any bonds. All expenses incurred in the operation of recreation places shall be payable from the treasury of the Borough, after approval of Borough Council, in the same manner that all Borough fund are expended.
