The purpose of the R-3 Apartment District is to provide for
medium- and high-density residential development in the form of small
apartments and to allow for larger apartment buildings and apartment
complexes by special exception. A secondary purpose is to provide
for townhouses as a use permitted by right. Consistent with the community
development objectives, much of this higher-density residential development
is intended to be located in the vicinity of the local train station
and along bus routes. District regulations are also designed to stabilize
and protect the residential characteristics of the district, encourage
a suitable environment for residential activities, and allow for parks
and recreational uses.
Land, buildings, or premises shall be used by right for only
one or more of the following uses:
The following uses shall be permitted by conditional use only, subject to the applicable requirements of Article XVI:
The following uses shall be permitted as accessory uses, subject to all applicable requirements of Article XV, General Regulations, and other articles as noted below.

Any accessory use or structure on the same lot with and customarily
incidental to any of the uses permitted above in this district and
not detrimental to the neighborhood.
A.
Apartments.
(1)
Lot area: 2,500 square feet per unit for the first four dwelling
units and 2,000 square feet per unit for each additional unit.
(2)
Lot width: 150 feet.
(3)
Yards (front, side, rear): 25 feet each.
(4)
Impervious surface: 65% maximum.
(5)
Height: four stories or 45 feet or five stories or 55 feet when the
building is set back 50 feet or more.
A.
There shall be a planted visual screen, as defined in Article II, which shall be placed where a proposed apartment development abuts adjacent single-family dwellings, uses, or districts that allow single-family dwellings.
