Wherever a space is marked off on any street for the parking of an individual vehicle, every vehicle parked there shall be parked wholly within the lines bounding that space, and it shall be a violation of this article for any person to park a vehicle or allow it to remain parked otherwise.

The following are established as special purpose parking zones, and it shall be unlawful for any person to park a vehicle or to allow it to remain parked, in any such zone, except as specifically provided for that zone:

It shall be unlawful for any person to stop, stand or park a vehicle (other than a pedalcycle) on the roadway side of any vehicle stopped or parked at the edge or curb of any street, except that standing or parking for the purpose of loading or unloading persons or property shall be permitted on the following named streets on Monday through Saturday, between the hours of 9:00 a.m. and 11:30 a.m. and between the hours of 1:30 p.m. and 4:00 p.m., and for no longer than necessary for the loading or unloading.

A. 
Any Borough resident who has been issued by the Commonwealth of Pennsylvania a handicapped license plate, or on whose behalf said license plate has been issued, pursuant to § 1338 of the Vehicle Code, 75 Pa.C.S.A. § 1338, shall be eligible for the installation, in front of said person's residence, of a sign indicating that parking in such space is restricted to those vehicles bearing handicapped license plates, which eligibility shall expire 12 months from the date such sign is installed. Application for such restricted parking sign shall be made to the Borough of Folcroft.
B. 
Application form and content. Application for a restricted handicapped parking space shall be made on a form provided by the Borough of Folcroft. The application information shall include the identity of the handicapped person and said person's place of residence. It shall be accompanied by documentation evidencing issuance of a handicapped plate by the Commonwealth of Pennsylvania.
C. 
Annual certification.
(1) 
Each renewal period shall be 12 months.
(2) 
Application for renewal must be filed with the Borough no later than 30 days before the date the prior eligibility is due to expire.
(3) 
The Borough will not accept the application for renewal unless it is also accompanied by a sworn document containing the following averments:
(a) 
The applicant continues to be disabled.
(b) 
The applicant continues to drive an automobile or is being driven by another identified individual because of applicant's disability.
(c) 
The applicant resides at the same address.
D. 
Fees. The fee for the initial installation shall be in an amount as established from time to time by resolution of Borough Council. Annual renewal fee shall be in an amount as established from time to time by resolution of Borough Council.
E. 
Failure to file completed application. Failure to file a completed initial application or a timely application for renewal shall result in such application being denied. In the event an individual fails to file a completed application for recertification within the time allowed; that is, on an annual basis prior to expiration of the individuals' eligibility, the right to such sign shall be forfeited, and the sign shall be removed by the Borough of Folcroft.
F. 
Current signs. All residences currently having restricted handicapped parking signs in front of the premises shall apply to the Borough of Folcroft within 60 days of the effective date of this section for renewal of their handicapped status. Failure to do so will result in the removal of the sign.
G. 
Removal of sign. In addition to removal of the sign for failure to properly apply as required, a handicapped parking restriction sign may be removed after notice to the applicant if, upon investigation, the Borough determines either that the applicant is not, in fact, handicapped, that the applicant has moved or that the privilege is being abused in a manner inconsistent with its intent. The notice to the individual shall state the reason or reason(s) for the anticipated removal of the sign and shall give the handicapped individual 20 days in which to request a hearing before the Borough of Folcroft.
H. 
Upon approval, the Borough shall refer installation of a restricted handicapped parking sign to the Highway Department.
I. 
Consultation process. In any instance where questions exist regarding eligibility for a restricted handicapped parking space, the Borough shall secure advice and counsel from the Solicitor.
J. 
Penalties. An individual who submits a false application to the Borough shall, upon conviction thereof, be sentenced to a fine of not more than $1,000 plus costs and, in default of payment of said fine and costs, to a term of imprisonment not to exceed 30 days. Each false application submitted to the Borough shall constitute a separate offense.

A. 
It shall be unlawful for anyone owning or having custody or control over any motor vehicle to park or leave the vehicle unattended on any of the streets of Folcroft Borough when such vehicle does not have a current state inspection sticker or registration plate for the current year.
B. 
Any person violating the provisions of this chapter shall be given notice either in person or by certified mail to remove said vehicle within 24 hours after receipt of such notice.
C. 
Any person who, having received notice to remove any vehicle by reason of violation of this chapter, fails to do so within 24 hours shall be served with a written ticket or notice personally or by affixing it to the vehicle that has been unlawfully parked. The notice shall consist of a heavy paper tag upon which the police officer making the notification shall indicate the violation, the model of the vehicle, the license plate number (if any), the name and address of the owner, if such information is immediately available, the place and time of the violation and the officer’s name.
D. 
Each day the uninspected or unlicensed vehicle remains on the street from the date of original notice or violation shall be considered a separate offense under this chapter.

Any person who violates any provision of this article shall, upon conviction, be sentenced to pay a fine of not more than $20 and costs. Provided: it shall be the duty of the police officers and of parking enforcement personnel of the Borough of Folcroft to report to the appropriate official all violations of any provision of this article, indicating, in each case: the section violated; the license number of the vehicle involved in the violation; the location where the violation took place; and any other facts that might be necessary in order to secure a clear understanding of the circumstances attending the violation. The police officer or other person making the report shall also attach to or place upon every such vehicle a notice stating that the vehicle was parked in violation of this article. The notice shall contain instructions to the owner or driver of the vehicle that if he will report to the office of the Chief of Police and pay the sum of $20 within five days after the time of the notice, or if he will place the sum of $20, enclosed within the envelope provided, in any of the special parking fine boxes, installed at various locations within the Borough of Folcroft, that act will save the violator from prosecution and from payment of the fine and costs prescribed in the first sentence of this section. Should the offender fail to pay the fine or challenge the notice of violation, the Police Department will rescind it and file a nontraffic citation with the Borough Magisterial District Judge, resulting in the imposition of fines as prescribed in the Motor Vehicle Code.
