The Charter shall, upon approval by referendum in the manner provided by law, become effective as of January 5, 1976.
A. 
All rights, claims, actions, orders, contracts and legal or administrative proceedings shall continue except as modified pursuant to the provisions of this Charter.
B. 
All Borough ordinances, resolutions, rules and regulations which are in force at the time this Charter is adopted not inconsistent with the provisions of this Charter shall continue in force until amended or repealed.
C. 
All Borough departments, bureaus, administrative units, offices, agencies, authorities, boards and commissions shall continue until modified pursuant to the provisions of this Charter.
Officials whose terms do not expire upon the effective date of this Charter shall continue in office as provided herein:
A. 
Mayor. The Mayor shall continue in office for the remainder of the term for which elected. At the effective date of this Charter on January 5, 1976, the Mayor shall exercise all powers and duties required of the Mayor under this Charter.
B. 
President of Council. The President of Council shall continue in office as outlined in the Borough Code, Act. No. 581 of 1966, as amended (53 P.S. § 48001), until the effective date of this Charter. At the effective date of this Charter on January 5, 1976, the President of Council shall exercise all powers and duties required of the President of Council under this Charter.
C. 
Tax Collector. The Tax Collector shall continue in office for the remainder of the term for which elected. After the resignation, death, removal or expiration of the present term of the Tax Collector, the office of elected Tax Collector shall be discontinued. Thereafter, the functions of the elected Tax Collector shall be performed by such employees of the Borough government as established by this Charter, and as Council shall prescribe in the Administrative Code (Chapter 1, Part 1)[1] or as may otherwise be prescribed by law. The Council shall negotiate with the governing bodies of Bucks County and the School District serving Chalfont for tax collection services to be provided, any compensation for which shall be a revenue of the general fund of the Borough.

D. 
Auditors. Auditors shall continue in office until the expiration of their terms, exercising the duties and functions given them by law until the office of elected Tax Collector is discontinued. At the discontinuation of the office of elected Tax Collector, all auditing functions shall be exercised by an independent auditor as prescribed in this Charter. No auditor shall be elected commencing with the elections to be held in 1975.
