All inboard or other types of internal combustion engines shall be prohibited from travelling the waters of Roach Lake, a lake wholly contained within the boundaries of Section 9, Township 40 North and Range 7 East, within the Town of Arbor Vitae, Vilas County, Wisconsin.
Any person found guilty of violating this article shall be fined a minimum of $10 or a maximum of $25 for each offense or violation thereof.
Any person found guilty of allowing his property to be used by others to directly violate the provisions of this article shall be fined an amount not to exceed $10.

No organized activity or event shall be held on any of the waters in the Town of Arbor Vitae during such times when such waters are ice-bound unless a permit for such organized activity or event has been received from the Town Board.
Applications for permits for organized activities and events on such ice-bound waters shall be made on forms prescribed by the Arbor Vitae Town Board. Such application shall be submitted to the Town Clerk no less than 30 days prior to the date on which such activity or event is to be held.
A. 
Fee for such organized activity or event shall be $25 for each day on which the activity or event is to be held.
B. 
The Town Board shall issue such permits upon being satisfied that all the requirements of this article have been complied with by the applicant.
The application for a permit shall provide a space on which the applicant shall designate all buildings, fences, structures or other objects of a similar nature which are to be placed on the ice-bound lake, their approximate dimensions and locations. No such buildings, fences, structures or other objects shall be placed on the ice, as part of such organized activity or event, excepting only those which have been set forth on the application.
All buildings, fences, structures or other objects, including trash, placed on the ice as part of such organized activity or event shall be removed by the person, persons, or organization holding or sponsoring such event within 24 hours following the completion of the activity or event.
The applicant shall furnish proof to the Town Board of liability insurance insuring against injuries or damages sustained by any persons as a result of such activity or event with a single limit of no less than $1,000,000. Evidence of such insurance shall be maintained current with the Town Board at all times while the event is held, and for the period of time following the event and until all buildings, fences, structures or other objects have been removed. The policy of liability insurance shall show the Town of Arbor Vitae as additional insured.
The applicant shall furnish a cash bond to the Town in the sum of $1,000 at the time of filing the application. The purpose of the bond shall be to ensure that the buildings, fences, structures or other objects are removed. In the event the applicant fails to remove such items within 24 hours following the conclusion of the event the Town may cause such items to be removed and the cost of such removal shall be deducted from the bond.
This article does not apply to ice-fishing shanties placed on ice-bound lakes for the purpose of fishing during the year. Organized activities or events, as hereby regulated, shall not conflict with ice-fishing shanties which have been placed prior to the activity. No person shall place an ice-fishing shanty within the area set forth in the application, and for which a permit has been granted, during the time of such organized activity or event.
Any person or persons violating this article shall forfeit not less than $25 nor more than $50 for violations hereof, and $150 for the second and each subsequent violation. Each day shall constitute a separate violation of this article.
If any portion of this article shall be deemed invalid by a court of competent jurisdiction, the remaining portions of this article shall remain in full force and effect. This article shall supersede and replace any previous ordinances, regulations or resolutions pertaining to control of organized activity and events on ice-bound lakes in the Town of Arbor Vitae.
