A. 
The Dover Board of Selectmen and Board of Health adopt the following regulations pursuant to statutory and regulatory authorization, including but not limited to MGL c. 111, §§ 31, 31A, 31B, and Dover Town Code §§ 4-5A, 4-7, 157-1 and 4-42.
B. 
All capitalized terms used herein, other than references to Town entities, shall be defined as used in 310 CMR 19.000.
Commercial haulers are prohibited from disposing any material at the transfer station. For the purposes of this regulation, a "commercial hauler" is defined as an individual or entity that collects and transports refuse, waste, recyclable materials or other materials on a contractual basis from residences, and commercial, agricultural and nonprofit entities within and outside of the Town of Dover, but does not include those individuals or entities that collect or transport such materials on behalf of the Town of Dover.
These regulations shall be effective as of January 1, 2017.
