A.
The Fire Chief will keep a record and present to the Chairman of
Fire of Larksville Borough Council each year a list of unlimited number
of active firefighters between the ages of 18 and 65 for participation
in firemanic activities and such emergencies as declared by the Council.
B.
During an emergency, they shall be considered as Borough employees
and, as such, are entitled to the benefits and protection as required
by law for volunteer firemen.
Qualifications of active firefighters shall include the following:
A.
He must be an active member as outlined in the bylaws of his respective
company, between 18 and 65 years of age.
B.
He must be physically and mentally capable of fulfilling the duties
as ordered by the officer in charge at the time of an emergency.
C.
He must be sufficiently trained in firefighting techniques, including
mask, ladder, equipment and general principles of firemanic procedures.
A.
All general rules of safety should be observed responding to all
alarms.
B.
Standby drivers shall be notified by phone by the police arriving
at the station on all alarms. A response schedule will be posted monthly
by the Chief Engineer.
C.
The policeman on duty will man the desk in the Borough Building until
the standby driver arrives. The policeman shall assure himself that
the standby is in proper condition to man the station before leaving
his post.
D.
No more than six men will be allowed to ride the apparatus at one
time, and no one shall try to jump on a moving apparatus. No one that
is not on the fire list can ride apparatus.
A.
New members are required to serve a probationary period of two years.
B.
New members are required to attend and complete a course in basic
firefighting (county, state or a recognized school). Council will
be notified of changing members.
C.
New members are required to familiarize themselves with the use and
location of equipment on the apparatus. The driver on duty will be
responsible for information at the Borough Building on equipment.
Names in the fire call book shall not be deleted or names of
other members entered except by the Fire Chief or the Assistant Fire
Chief upon approval of Council.
Members not certified as active firefighters will not be permitted
to use warning lights on their private vehicles, at the Chief's
discretion.
Members are responsible for and must account for all equipment
and protective full bunker gear to the Borough or company.
Members injured or who have suffered a heart attack or respiratory
condition shall be temporarily removed from the active firefighter
list by the Chief until a certificate of fitness to return to duty
is produced by his doctor and he is reauthorized by the Chief and
Council is notified.
Beginning June 1, 1980, retirement age from the active list
will be age 65.
Visually intoxicated members, apparatus drivers and volunteers,
at the fire scene, will be temporarily suspended by the officer in
charge.
Everyone shall take a complete physical prior to becoming an
active member. Larksville Borough will pay for the physical and designate
the doctor.
A.
Any member found guilty of the theft of Borough or company property
or of possessions of the victims of a fire or an emergency shall be
permanently suspended from the active firefighters list.
B.
Any violation of these rules as outlined shall be reported to the
Fire Chief. Any member who, after investigation, is found to have
violated the rules and has failed or refused to correct his action
after a reasonable interval shall be temporarily suspended from the
active firefighters list. A member temporarily suspended who feels
aggrieved by the action shall be privileged to a hearing by the proper
authorities of the company and Borough Fire Committee.
C.
Any member found guilty of reporting a false alarm or bomb scare
or who is implicated with an arson case will be automatically suspended
from the active firefighters list.
