Unless the specific terms of general law require a different procedure, the Mayor shall nominate and, with the advice and consent of the Council, appoint all subordinate officers of the Borough. The Mayor shall make his/her nomination to any such office within 30 days of that office becoming vacant. Whenever the Council fails to confirm the nomination of the Mayor within 30 days of being presented such nomination, the Council may make the appointment to that office, provided that at least three affirmative votes shall be required for such purpose, the Mayor to have no vote thereon except in the case of a tie.
With respect to appointments to be made by the Council, any member of the Council may nominate as many candidates as there are offices to be filled. Where there is a single office to be filled, the first nominee to receive a majority vote shall be deemed appointed. Where there is more than one office to be filled, such as on a board or commission, the same procedure shall be followed with respect to each office separately until the total number of appointments to be made has been completed. In the discretion of the Mayor, multiple appointments may be considered as a single motion where there is no apparent division among Council members as to the action to be taken with respect to the nominees in question.
