There shall be an Environment and Energy Committee. The purpose of the Committee is to further sustainability and livability in Nashua by promoting environmental stewardship and renewable energy, encouraging energy conservation and energy efficiency, reducing environmental impacts, and encouraging green initiatives both within the municipality and beyond to reach businesses and residents. The Committee is particularly encouraged to recommend municipal energy and energy efficiency projects that would result in cost savings for the City. The Committee will advise the Mayor and Board of Aldermen on environmental and energy issues.
A. 
The Committee shall consist of the following elected officials and city employees:
(1) 
The Mayor or his or her designee;
(2) 
The President of the Board of Aldermen or his or her designee;
(3) 
The Public Works Division Director or his or her designee;
(4) 
The Community Development Division Director or his or her designee; and
(5) 
The Energy Manager.

B. 
The Committee shall also consist of the following members, who shall be appointed by the Mayor and confirmed by the Board of Aldermen:
(1) 
Three representatives from the private business sector, each with a personal interest or expertise in environmental or energy issues; and
(2) 
Three community members, each with an interest or expertise in environmental or energy issues; and
(3) 
Two high school students, each with an interest or expertise in environmental or energy issues.

C. 
Members of the Committee appointed and confirmed under Subsection B(1) and (2) will serve for three-year terms. Members of the Committee appointed and confirmed under Subsection B(3) will serve for one calendar-year term.

The Committee shall elect a Chair from among its members. The Committee shall establish bylaws and regular times for meetings.

The General Government Division, through the Energy Manager, shall provide administrative support to the Committee.
