Except for a law enforcement officer or an operator of an authorized
emergency vehicle performing his or her official duties, no person
driving or in charge of a motor vehicle shall permit it to stand unattended
without first stopping the engine, locking the ignition, removing
the key from the ignition, effectively setting the brake thereon,
and when standing upon any perceptible grade, turning the front wheels
to the curb or side of the street or highway. An unattended motor
vehicle shall not include an unattended locked motor vehicle with
the engine running after being started by a remote starter system.

A.
Every
vehicle stopped or parked upon a two-way roadway shall be so stopped
or parked with the right-hand wheels of such vehicle parallel with
and within 12 inches of the right-hand curb or as close as practicable
to the right edge of the right-hand shoulder; except upon those streets
which have been marked or signed for angle parking, vehicles shall
be parked at the angle to the curb indicated by such marks or signs.
B.
Every vehicle stopped or parked upon a one-way roadway shall be so
stopped or parked parallel to the curb or edge of the roadway, in
the direction of authorized traffic movement, with its right-hand
wheels within 12 inches of the right-hand curb or as close as practicable
to the right edge of the right-hand shoulder, or with its left-hand
wheels within 12 inches of the left-hand curb or as close as practicable
to the left edge of the left-hand shoulder.
No person shall park a vehicle within an alley in such a manner
or under such conditions as to leave available less than 10 feet of
the width of the roadway for the free movement of vehicular traffic,
and no person shall stop, stand or park a vehicle within an alley
in such position as to block the driveway entrance to any abutting
property.
No person shall park a vehicle upon any roadway for the principal
purpose of:
A.
Displaying such vehicle for sale.
B.
Washing, greasing or repairing such vehicle, except repairs necessitated
by an emergency.
C.
Advertising a business or service.

Vending or peddling merchandise.

A.
Upon any highway outside a business or residence district of the
City, no person shall stop, park or leave standing any vehicle, whether
attended or unattended, upon the roadway when it is practicable to
stop, park or so leave such vehicle off such part of the roadway;
but in every event an unobstructed width of the roadway opposite a
standing vehicle shall be left for the free passage of other vehicles,
and a clear view of such stopped vehicle shall be available from a
distance of 200 feet in each direction upon such highway.
B.
This section does not apply to the driver of any vehicle which is
disabled while on the roadway in such manner and to such extent that
it is impossible to avoid stopping and temporarily leaving such disabled
vehicle in such position.
C.
Any Second Division vehicle used exclusively for the collection of garbage, refuse, or recyclable material may stop or stand on the road in a business, rural, or residential district for the sole purpose of collecting garbage, refuse, or recyclable material. The vehicle, in addition to having its hazard lights lighted at all times that it is engaged in stopping or standing, shall also use its amber oscillating, rotating, or flashing light or lights as authorized under Paragraph 12 of Subsection (b) of 625 ILCS 5/12-215, if so equipped.
A.
Whenever any police officer finds a vehicle standing upon a highway
in violation of any of the provisions of this article, such officer
is authorized to move such vehicle, or require the driver or other
person in charge of the vehicle to move the same, to a position off
the highway.

B.
Any police officer is hereby authorized to remove or cause to be
removed to a place of safety at the expense of the owner any unattended,
abandoned or disabled vehicle left standing upon any highway, bridge,
causeway or elevated structure, or within a tunnel underpass or subway
in such a position or under such circumstances as to obstruct the
normal movement of traffic, or any vehicle left unattended on any
highway in this City for a period of 24 hours or more. The same authority
is also granted regarding any vehicle found upon any highway when:
(1)
A report has been made that such vehicle has been stolen or
taken without the consent of its owner; or
(2)
The person or persons in charge of such vehicle are unable to
provide for its custody or removal; or
(3)
When the person driving or in control of such vehicle is arrested
for an alleged offense for which the officer is required by law to
take the person arrested before a proper judicial official without
unnecessary delay; or
(4)
The registration of the vehicle has been suspended, cancelled,
or revoked.

C.
Whenever a police officer finds an abandoned or disabled vehicle
standing upon the paved or main-traveled part of a highway, which
vehicle is or may be expected to interrupt the free flow of traffic
on the highway or interfere with the maintenance of the highway, he
is authorized to move the vehicle to a position off the paved or improved
or main-traveled part of the highway.

A.
Except
when necessary to avoid conflict with other traffic, or in compliance
with law or the directions of a police officer or official traffic-control
device, no person shall:
(1)
Stop,
stand or park a vehicle:
(a)
On the roadway side of any vehicle stopped or parked at the edge
or curb of a street;
(b)
On a sidewalk;
(c)
Within an intersection;
(d)
On a crosswalk;
(e)
Between a safety zone and the adjacent curb or within 30 feet of
points on the curb immediately opposite the ends of a safety zone,
unless a different length is indicated by signs or markings;
(f)
Alongside or opposite any street excavation or obstruction when stopping,
standing or parking would obstruct traffic;
(g)
Upon any bridge or other elevated structure upon a highway or within
a highway tunnel;
(h)
On any railroad tracks.
(i)
At any place where official signs prohibit stopping;
(j)
On any controlled-access highway;
(k)
In the area between roadways of a divided highway, including crossovers;
(l)
In a public parking area if the vehicle does not display a current
annual registration sticker or current temporary permit-pending registration.
(2)
Stand
or park a vehicle, whether occupied or not, except momentarily to
pick up or discharge passengers:
(a)
In front of a public or private driveway;
(b)
Within 15 feet of a fire hydrant;
(c)
Within 20 feet of a crosswalk at an intersection;
(d)
Within 30 feet upon the approach to any flashing signal, stop sign,
yield sign, or traffic-control signal located at the side of a roadway;
(e)
Within 20 feet of the driveway entrance to any fire station and on
the side of a street opposite the entrance to any fire station within
75 feet of such entrance (when properly sign-posted);
(f)
At any place where official signs prohibit standing.
B.
No person
shall move a vehicle not lawfully under his control into any such
prohibited area or away from a curb such distance as is unlawful.
A.
The City Council is hereby authorized to prohibit the parking of
vehicles at all times, or between certain hours, on any street or
portion of street when in its discretion such parking may impede the
free flow of traffic on such streets, and shall cause appropriate
signs to be erected and maintained giving notice thereof.
B.
No person shall park a vehicle during the time prohibited at places
so indicated by official signs.
A.
The City Council may designate either side, or both sides, or any
portion of either side, of any street as a restricted parking area,
and shall determine the time of the day any such parking restriction
shall be effective as well as the duration of time allowed for continuous
vehicular parking, and shall cause appropriate signs to be erected
and maintained in such areas designating the effective time of day
of such parking restriction as well as the duration of time that continuous
vehicular parking is allowed. Such designation shall be evidenced
by the physical presence of such signs, legends or notices on or near
the parking lane of the streets or portions thereof where such restriction
is to be effective.
B.
No person shall park a vehicle for any period of time in excess of
the time posted on the officially erected sign, legend or notice effective
for the parking space for which it is erected during the effective
time thereof.
The City Council may designate certain streets or portions thereof
as streets upon which parking of vehicles shall be prohibited between
the hours of 2:00 a.m. and 5:00 a.m. of any day. When appropriate
signs are placed along any such streets or portions thereof, no person
shall park a vehicle for more than one hour on any such streets or
portions thereof which are so marked and designated, between the hours
of 2:00 a.m. and 5:00 a.m., except physicians on emergency calls.

A.
Parking limited on arterial streets. It shall be unlawful for any
person to park or to continue to park any vehicle upon any arterial
street within the City at any time after snow begins to fall and for
a period of eight hours after snow stops falling, provided that the
snow on the arterial streets exceeds one inch in depth; except that
passenger vehicles may be allowed to park for a period not to exceed
three minutes for the purpose of loading and unloading passengers,
and truck vehicles may be allowed to park for a period not to exceed
30 minutes for loading and unloading property.
B.
Vehicles to be towed away. Any and all vehicles found parked on any
arterial street in violation of this section during a snow storm and
for a period of eight hours after snow stops falling shall be towed
and hauled away at the owner's expense.
