The City Council shall be the governing body of the City and shall have the powers and duties prescribed by state law.
Elections for municipal offices shall be held as is provided by statute, and at the time prescribed by statute.
Vacancies occurring in the City Council shall be filled by the remaining members as provided by state law.

The regular meetings of the City Council shall be held in the Council Chambers in the City Hall, or some other suitable place provided therefor, on the first Tuesday of each and every month, at 7:00 p.m., except when any said meeting date may happen to be an election day or a public holiday, in which case the City Council shall meet at the same hour on the next day following, and adjourned meetings may be held at such time or times as may be determined by the Council.
Special meetings of the City Council may be called and held by notification to each member of the Council, signed by the Mayor or by three Aldermen, served personally, by reading, to each member or by copy left at the member's usual place of abode, before the time specified for the meeting. The call or notice shall specify the object of the meeting, and no business shall be transacted at any special meeting which was not mentioned in the call for such meeting.
The Mayor shall take the chair at the hour appointed for the City Council to meet and immediately call the members to order. He shall preside at the meetings of the Council, decide points of order and exercise the powers usually belonging to a presiding officer.

If a temporary absence or disability of the Mayor incapacitates him from the performance of his duties but does not create a vacancy in the office, the City Council shall elect one of its members to act as Mayor Pro Tem. The Mayor Pro Tem, during this absence or disability, shall perform the duties and possess all the rights and powers of the Mayor but shall not be entitled to vote both as Mayor Pro Tem and as Alderman.
A majority of the Aldermen elected shall constitute a quorum for the transaction of business.

Robert's Rules of Order shall govern the City Council in its deliberation in cases not otherwise provided for by statute, ordinance, rule or regulation.
The order of names called upon any roll call vote upon questions coming before the City Council shall be as prescribed by the Mayor.
The Mayor shall consider every Alderman refusing to vote upon any question or proposition as voting against such proposition and the Clerk shall so record such Alderman's vote. No refusal of one or more Aldermen to vote shall be held to defeat a tie, when, by considering such Alderman or Aldermen as voting in the negative, a tie would appear, but no absent Alderman shall be regarded as voting on any question.
The Mayor shall not vote upon any question before the City Council except in case of a tie, in which case he shall cast the deciding vote.
In the event the Mayor shall veto any ordinance or resolution passed by the City Council, the City Council, at the next regular meeting after such veto, may override such veto and again pass such legislation with at least a two-thirds vote of all Aldermen elected to the Council, and such legislation shall thereupon become law as if the veto had not been made.

The Mayor of the City, before entering upon the duties of his office, shall execute a bond to the City in such amount as may be determined by the City Council and with such sureties as the City Council shall approve, conditioned for the faithful performance of the duties of his office.
The Mayor shall sign all commissions, licenses and permits granted by authority of the City or the City Council, except as otherwise provided, and all such other documents as by law or ordinance may require his official signature.
The Mayor may establish and appoint annually standing committees. Each standing committee shall consist of three members besides the Mayor, with the Mayor serving as ex officio Chairman of each committee. One member shall be appointed as Chairman of each committee. The functions of these standing committees include policy recommendations, investigations, preparation of studies or proposals and preparation of future plans.
