[Adopted as Ch. 24 of the 1973 Code]
There is hereby established a department of the City which shall
be known as the "Police Department."
The Chief of Police and the other members of the Police Department
shall be appointed by the Mayor, by and with the consent of the City
Council, and shall serve until their successors are appointed and
qualified.

The Chief of Police shall keep such records and make such reports
concerning the activities of the Police Department as may be required
by statute or by the City Council. The Chief shall be responsible
for the performance of the Police Department of all its functions,
and all persons who are members of the Department shall serve subject
to the orders of the Chief.
The Chief of Police may make or prescribe such rules and regulations
for the conduct and guidance of the members of the Police Department
as he shall deem advisable, and such rules, when approved by the City
Council, shall be binding on such members. The respective rank and
grade of the members, as to superiority within the department, may
be prescribed by regulation.

In addition to the general powers and duties set forth in state
law (see 65 ILCS 5/11-1-2), it shall be the duty of the members of
the Police Department to see to the enforcement of this Code of Ordinances
and of all other ordinances of the City and all statutes applicable
therein, and to preserve order and prevent infractions of the law
and arrest violators thereof. It shall be the duty of the members
of the Police Department to assist in quashing, extinguishing and
quieting any emergency; and in order to preserve public health and
safety, preserve life and property, members of the Police Department
assigned to or sent to the scene of any emergency shall assist such
officers and employees of the City in quashing, extinguishing and
quieting such emergency. In the event that the duties of quashing,
extinguishing and quieting an emergency shall be the primary duty
of officers and employees of the City not within the Police Department,
the members of the Police Department at the scene of said emergency
shall, during the existence of said emergency, be under the command
of the officer in charge of quashing, extinguishing and quieting said
emergency.
It shall be the duty of every member of the Police Department
to conduct himself in a proper and law-abiding manner, at all times,
and to avoid the use of unnecessary force. Each member of the Department
shall obey the orders and directions of his superior.
The Mayor may appoint such special police, for such terms, as
special circumstances may warrant, provided such appointments shall
not exceed 10 days without approval of the City Council.
The Chief of Police shall be the custodian of all lost, abandoned
or stolen property recovered in the City, until its disposition is
determined by the City Council.
