Under and by virtue of the provisions of an Act of the General Assembly of the State of Illinois,[1] a library, having been established, shall be maintained by taxation, to be appropriated and levied in the sum of not to exceed 0.15% of the value of all the taxable property in the City, in accordance with the provisions of the Illinois Local Library Act (75 ILCS 5/1-1 et seq.), said library to be under the supervision and management of a board of directors to be appointed according to the provisions of said statute and to have all the powers and authority thereby conferred.

Any person who shall injure or fail to return any materials belonging to the public library of the City according to the rules and regulations made and adopted by the directors of said library for the government thereof, or who shall commit any injury upon the library or the library grounds or other property thereof, shall be liable to a penalty as provided by Chapter 1, Article III, Penalties and Enforcement, of the City Code.
A. 
Creation. There is hereby created a Board of Library Directors for the management and control of the City library, with all of the powers and duties set forth in 75 ILCS 5/4-1 et seq.

B. 
Composition. The Board of Library Directors shall consist of nine members.
C. 
Appointment. The members of the Board of Library Directors shall be appointed by the Mayor, with the approval of the City Council.
D. 
Term. The Board of Library Directors shall serve for terms of three years. The term of each Director shall commence with the first day of July following his appointment. Three Directors shall be appointed annually.
E. 
Vacancies. Vacancies occurring in the membership of the Board of Library Directors shall be filled in the manner in which the original appointments were made.
F. 
Removal. The City Council may remove any member of the Board of Library Directors in the manner provided in 65 ILCS 5/3.1-35-10.

G. 
General authority. The Board of Library Directors shall have the control of the City library and of employing and discharging all employees therein.
H. 
Rules and regulations. The Board of Library Directors shall have the power to make reasonable rules and regulations governing the conduct of such employees and their duties and the conduct of persons using the library. Any person may be discharged from employment, or barred from or ejected from the library, for violations of such rules.
I. 
Finances. The Board of Library Directors shall have sole charge of the expenditure of all money belonging to the library fund.
J. 
Reports. The Board of Library Directors shall make reports to the City Council as required by law.
