Under and by virtue of the provisions of an Act of the General
Assembly of the State of Illinois, a library, having been established, shall be maintained
by taxation, to be appropriated and levied in the sum of not to exceed
0.15% of the value of all the taxable property in the City, in accordance
with the provisions of the Illinois Local Library Act (75 ILCS 5/1-1
et seq.), said library to be under the supervision and management
of a board of directors to be appointed according to the provisions
of said statute and to have all the powers and authority thereby conferred.

Any person who shall injure or fail to return any materials belonging to the public library of the City according to the rules and regulations made and adopted by the directors of said library for the government thereof, or who shall commit any injury upon the library or the library grounds or other property thereof, shall be liable to a penalty as provided by Chapter
1, Article
III, Penalties and Enforcement, of the City Code.
