The provisions of Chapter
178, Licenses, of this Code, insofar as the same may be applicable and not in conflict, shall apply to and govern the issuance of any license under the provisions of this article.

No person shall operate, maintain or conduct a billiard or pool
room open to the public without having first obtained a license therefor.

All applications for a license to operate, maintain or conduct
a billiard or pool room open to the public shall be made in writing
to the City Clerk and shall state thereon the intended location of
the place of business and the number of tables to be used therein.
No license to operate a pool or billiard room shall be issued
without the consent of the City Council.
No more than three licenses to operate a pool or billiard room
shall be issued by the City Council and be outstanding at any one
time.

The permissible hours for operating a pool or billiard room
shall be between the hours of 8:00 a.m. and 12:00 midnight of each
weekday and Saturday, and 1:00 p.m. and 12:00 midnight of each Sunday.
