The provisions of Chapter 178, Licenses, of this Code, insofar as the same may be applicable and not in conflict, shall apply to and govern the issuance of any license under the provisions of this article.
No person shall conduct or operate a circus, menagerie, carnival
or combination thereof in the City without having obtained a license
so to do.

The application for a license required by this article shall
be made to the City Clerk and shall specify the place in or on which
the circus, menagerie, carnival or combination thereof is to be conducted.
