It shall be unlawful for any person to construct or lay any
pavement or other surfacing material on any public street, sidewalk,
alley or other public way, or to repair the same, without first having
secured a permit therefor.
Applications for permits required by the provisions of this
article shall be made to the City Clerk, and shall state the location
of the intended pavement or repair, the extent thereof, and the person
who is to do the actual construction or repair work. Such applications
shall be referred to the Building Department for investigation and
recommendation to the City Council.

Each applicant for a permit required by the provisions of this
article may be required to file a bond in an amount set by the City
Council, with surety to be approved by the City Council, conditioned
to indemnify the City for any loss or damage resulting from the work
undertaken or the manner of doing the same.
No permit required by the provisions of this article shall be
issued except on approval by the City Council.
All street and sidewalk pavements shall be made in conformity
with specifications laid down or approved from time to time by the
City Council.
All public street, alley and sidewalk pavement shall be kept
in good repair. Such repair work, whether done by the City or by the
abutting owner, shall be under the supervision of the City.
