It shall be the duty of the City Council at the regular meeting thereof held in the month of May 1929, and every two (2) years thereafter, to appoint some suitable and competent person to the office of City Clerk, who shall discharge such duties as are hereinafter prescribed.

The person appointed to the office of City Clerk shall be a qualified voter of the City of Kennett.

Within fifteen (15) days after his/her election and before entering upon the discharge of the duties of his/her office, the City Clerk shall execute to the City of Kennett a bond in an amount as determined and approved by the City Council, the premium on which shall be paid by said City, conditioned that he/she will faithfully discharge all the duties of his/her office as required by the laws of the State of Missouri, governing cities of the Third Class, and the ordinances of the City of Kennett, and that he/she will promptly pay over all monies coming into his/her possession that belong to the City, at the time and in the manner provided by law.

The City Clerk shall, among other duties, keep the journal of the proceedings of the Council. He/she shall safely and properly keep all records and papers belonging to the City which may be entrusted to his/her care, and generally shall perform all the duties required of him/her by ordinance or orders of the Council. He/she is hereby empowered to administer official oaths, and also oaths to persons certifying to demands or claims against the City.

There shall be established the post of Deputy City Clerk of the City of Kennett, Missouri.

The Finance Committee of the City Council, with the assistance of the City Clerk, shall make recommendations to the City Council for the appointment of the Deputy City Clerk, and that the Kennett City Council shall appoint such person to fill the position of Deputy Clerk, and shall set the compensation for such office.

The Deputy City Clerk shall have the same authority and duties as the regular City Clerk in the absence of such City Clerk.

A. 
Without limitation thereto, the Deputy City Clerk, in the absence of the regular City Clerk, shall have the following powers or authorities:

To sign checks drawn on the City of Kennett, Missouri.
2. 
To certify documents as being true and correct documents.
3. 
To attest to the signature of the Mayor on official documents.

The Deputy City Clerk shall be a notary public and shall satisfy such qualifications of bond as are provided for the regular City Clerk.

Nothing herein shall restrict the duties and powers of the Deputy City Clerk as hereinbefore provided in the personnel policy guidelines promulgated by the City of Kennett, Missouri.

The City Clerk shall receive as full compensation for his/her services such salary as the City Council shall from time to time set out by ordinance.

The City Clerk shall keep the seal of the City in his/her office, and shall affix the same to all instruments in writing whenever required by ordinances, resolutions or order of the City Council, or on the requisition of the Mayor.

The City Clerk is authorized to affix the seal of the City to copies of all records and documents.

A. 
The City of Kennett, Missouri, hereby elects to accept the provisions of the Workers' Compensation Law of the State of Missouri, as embodied in Chapter 287, RSMo, and all laws in connection therewith, enacted by the General Assembly of the State of Missouri, subsequent thereto.
B. 
The City Clerk is hereby authorized and instructed to execute for and on behalf of the City of Kennett, Missouri, and cause to be filed with the Missouri Workers' Compensation Commission, all forms necessary to bring said City under the operation and jurisdiction of the Missouri Workers' Compensation Commission, and the said City Clerk is further authorized and instructed to post in a conspicuous place in the City Hall of Kennett, Missouri, notice that the employer is operating under and subject to the provisions of the Missouri Workers' Compensation Law.
