A. 
Council for the Borough of Springdale hereby identifies the following general Borough ordinance infractions and sets the penalty for violation thereof at $35, provided that the penalty is paid within 72 hours:
(1) 
Loitering.
(2) 
Curfew violation.
(3) 
High grass or weeds.
(4) 
Accumulation of junk, debris, trash and/or litter.
(5) 
Storage of abandoned, unregistered or unauthorized vehicles.
(6) 
Failure to remove snow and ice from sidewalks.
(7) 
Failure to keep sidewalks in proper state of repair.
(8) 
Vehicle on roadway without current registration or inspection.
(9) 
Any other similar general Borough ordinance violation regulating property and/or protecting the health, safety and welfare of the residents of Springdale.
B. 
Failure to pay the citation to the Borough within the stated seventy-two-hour time period will lead to the filing of charges at the local Magisterial District Judge, and additional fines of not more than $500 per infraction shall be imposed upon conviction, together with any other court costs and filing fees incurred, and including the additional assessment of reasonable attorney's fees incurred.
C. 
The Mayor and the Police Department are hereby authorized to create a citation or citations consistent herewith and to issue same by mailing or handing the citation to an individual deemed to be in violation of the terms of this chapter.
A. 
Any ordinance, or part thereof, conflicting with the provisions of this chapter is hereby repealed insofar as the same conflicts with this chapter.
B. 
If any sentence, clause, section, or part of this chapter is for any reason found to be unconstitutional, illegal or invalid, such unconstitutionality, illegality or invalidity shall not affect or impair any of the remaining provisions, sentences, clauses, sections of parts of this chapter. It is hereby declared as the intent of the Council of the Borough of Springdale that this chapter would have been adopted had such unconstitutional, illegal or invalid sentence, clause, section or part thereof not been included herein.
