The Borough police or such official as Borough Council may designate is hereby appointed as the designated officer who is authorized to carry out all responsibilities and duties stated herein.
A. 
Where any person that owns, uses or possesses an alarm device or automatic dialing device, after causing or permitting three false alarms to occur in a consecutive twelve-month period, commits a summary offense and shall, upon conviction, be required to provide Borough police, or such official Borough Council may designate, access for inspection of said device(s) and shall be required to remove or repair said device(s), at the respective official's direction, at the owner's expense. The Borough police or such official Borough Council may designate may accept an inspection report submitted by an authorized official satisfactory to the Borough.
B. 
Exemption. No violation will be said to have occurred should alarm engage as a result of an external electrical power failure.
A person that owns, uses or possesses an alarm device or automatic dialing device may not, after causing or permitting three false alarms to occur in a consecutive twelve-month period, cause or permit a subsequent false alarm to occur in the same consecutive twelve-month period. A person that violates this section commits a summary offense and shall, upon conviction, be sentenced to pay a fine of not more than $300.
