The City of Bridgeton hereby establishes a City of Bridgeton
resident identification (ID) card program that will issue ID cards
to individuals who can prove their identity and residency, in accordance
with the provisions of this chapter.
The Bridgeton Resident ID Card Program shall be administered
by, and through, the Municipal Clerk's office.
As used in this chapter, the following terms shall have the
meanings indicated:
The address used for mailing purposes by a government agency,
hospital, private or public shelter, nonprofit organization, or religious
institution, serving homeless individuals or survivors of domestic
violence.
A letter prepared by a government agency, hospital, nonprofit
organization, private or public shelter, or religious institution,
prepared on the organization's letterhead, authorizing the use of
its address for mailing purposes by an individual. The letter must
dated, and indicate that the applicant has received services from
the agency within the past 15 days.
Any government agency, hospital, private or public shelter,
nonprofit organization, or religious institution, homeless individuals
or survivors of domestic violence.
The City of Bridgeton.
The identification card issued by the City of Bridgeton.
Hereinafter, this card shall be referred to as a resident ID card.
A person who is less than 18 years old and is not emancipated.
A person who can establish that they are a current resident
of the City of Bridgeton pursuant to the provisions of this chapter.
A person who is at least 65 years old.
A person who has served in any United States military organization
as evidenced by an active or retired military ID card, or a Form DD214
that indicates an honorable discharge.
A.
Resident ID cards shall be issued to any City of Bridgeton resident that is able to meet the requirements for establishing his or her identity and residency pursuant to § 284-5, and pay the application fee. Resident ID application forms:

Relocation outside the City limits shall invalidate the resident
ID card, and such card shall be returned to the City for destruction.
D.
The fee for a resident ID card shall be $20 for adults and $10 for
minors, veterans, disabled and senior citizens. The same fees will
apply for renewal or replacement cards. A fee of $10 shall be required
on each occasion that requests a change to any approved application
information.

Proof of identity. In order to obtain a residential ID card from the City of Bridgeton applicants must prove their identity through the identity point system described in § 284-5C.
C.
Identity point system. Applicants shall be required to produce one,
or more, documents for a total of at least four points according to
Table 1 below.

Some combination of the applicant's identity documents must associate
his or her photograph with his or her name and date of birth.
(2)
Every government-issued identity document provided must be an original
or certified copy with an official government seal.
(3)
A four-point document must be government issued. Documents that show
a photograph, name, and date of birth issued by other organizations
shall be two-point documents.
(4)
Documents that appear to be altered, forged, or deemed invalid for
any reason will be rejected.
(5)
If the applicant is a minor, identity documents must be furnished
on behalf of said minor by his or her parents, legal guardian, or
by a court of competent jurisdiction.

Proof of residency.
(1)
To establish residency an applicant must present at least two of
the following items showing both the applicant's name and a residential
address located within the City limits:
(a)
Utility bill; local property tax statement, mortgage payment
receipt, bank account statement;
(b)
Proof that the applicant has a minor child currently enrolled
in a school located within the City; employment pay stub; jury summons
or court order;
(c)
Federal or state income tax or refund statement, an insurance
bill (homeowner's, renter's, health, life, or automobile insurance);
(d)
Care address letter confirming residency.
(2)
Proof of residency documents must be dated within 45 days of the
application date.
(3)
Additional document types may be considered for proof of residency
as adopted by chapter amendment.
Individuals who would like to renew their existing residential ID cards will only have to prove their continued Bridgeton residency pursuant to the provisions of § 284-5D.
All City of Bridgeton departments shall accept the residential
ID card as proof of identity and residence for access to City services
and benefits unless such acceptance is prohibited by federal or state
law or unless there is reason to suspect fraud by the purported cardholder.

The Municipal Clerk's office shall retain completed residential ID
card application forms pursuant to N.J.S.A. Title 47, Public Records.
B.
The City of Bridgeton shall make its best effort to protect the confidentiality
of all residential ID card applicants to the maximum extent allowable
by federal and state law. The City of Bridgeton shall not disclose
personal information obtained from an applicant for a residential
ID card to any individual, public, or private entity, unless required
by a court of competent jurisdiction, or authorized in writing by
the individual to whom such information pertains, or when such individual
is a minor or is otherwise not legally competent, by such individual's
parent or legal guardian; when so ordered by a court of competent
jurisdiction.
By providing residential ID cards for identification and access
to services provided by the City of Bridgeton, the City does not act
as guarantor or warrantor either of the information provided by the
applicant for the residential ID card or of/against acts, criminal
or otherwise committed by the individual(s) while possessing or using
the residential ID card. The City does not waive any of its protections
afforded under federal, state or local laws, including but not limited
to the immunities under the New Jersey Torts Claims Act, N.J.S.A.
59:1-1 et seq., by issuing the residential ID card.
The Municipal Clerk shall submit quarterly reports to the City
Council on the status of the residential ID card program.
A.
Altering, duplication, reproduction, intentionally damaging, using
another person's residential ID card, or allowing the cardholder's
residential ID card to be used by another person shall result in confiscation
of the card and is in violation of N.J.S.A. 2C:28-7. Submission of
false documents to obtain a residential ID card is a violation of
N.J.S.A. 2C:21-2.1(c) and making false statements to obtain Bridgeton
municipal identification is a violation of N.J.S.A. 2C:21-4 and punishable
by law.
