The following schedule of fees is hereby established with respect to licenses, permits and activities required or regulated under the provisions of various chapters of the Code of the Borough of Kenilworth. Applications for and the issuance of such licenses and permits shall be subject to the provisions of the specific chapter of the Code which is indicated for each type of license or permit. The business, activity or operation for which the license or permit is required shall be subject to all regulations set forth in the chapter to which reference is made.

Any Kenilworth volunteer fireman or senior citizen who shall be at least 60 years of age who resides in the Borough of Kenilworth and who wishes to make renovations or perform maintenance or repairs to his or her residence, and which is not necessitated by a loss or event covered by hazard or homeowner's insurance, shall be exempt from the payment of the first $250 of construction permit fees for such renovation, maintenance or repair.

A. 
Definitions. As used in this section, the following terms shall have the meanings indicated:
BLINDNESS
Central visual acuity of 20/200 or less in the better eye with the use of a correcting lens. An eye which is accompanied by a limitation in the fields of vision such that the widest diameter of the visual field subtends an angle no greater than 20° shall be considered as having a central visual acuity of 20/200 or less.
DISABLED PERSON
A person who has the total and permanent inability to engage in any substantial gainful activity by reason of any medically determinable physical or mental impairment, including blindness, and shall include, but not be limited to, any resident of this state who is disabled pursuant to the Federal Social Security Act (42 U.S.C. § 416) or the Federal Railroad Retirement Act of 1974 (45 U.S.C. § 231 et seq.) or is rated as having a 60% disability or higher pursuant to any federal law administered by the United States Veterans' Act.
B. 
Waiver of fees.
(1) 
No person shall be charged a construction permit surcharge fee or enforcing agency fee for any construction, reconstruction, alteration or improvement designed and undertaken solely to promote accessibility by disabled persons to an existing public or private structure or any of the facilities contained therein.
(2) 
A disabled person, or a parent or sibling of a disabled person, shall not be required to pay any municipal fee or charge in order to secure a construction permit for any construction, reconstruction, alteration or improvement which promotes accessibility to his own living unit.

A. 
Uniform Construction Code municipal enforcing fees shall be as follows:
(1) 
The fee for plan review shall be 20% of the amount to be charged for a new construction permit.
(2) 
The basic construction fee shall be the sum of the parts computed on the basis of volume or cost of construction, plumbing, electrical and fire protection fees as listed herein. The minimum fee for a basic construction fee for building, plumbing and fire shall be $60.
(3) 
The fee for a certificate of occupancy - residential shall be $60.

The fee for a certificate of occupancy - nonresidential shall be $150.

Only residents of the Borough shall be permitted to drop off any items listed in § 91-1 of this article.

All residents that wish to drop off items listed in § 91-1 of this article must provide the Clerk with advanced payment and proof of residency prior to dropping off said items at the DPW yard. The Borough Clerk will provide a receipt to each resident as proof of payment of the above fees. Only residents of the Borough shall be permitted to drop off any items listed in § 91-1.
C. 
No items set forth in § 91-1 of this article are permitted to be dropped off by any resident unless they provide the DPW yard with proof of residency and a copy of a receipt of payment issued by the Borough Clerk.
