No person operating a vehicle shall enter an intersection facing
a steady red signal light to turn right or to turn left from a one-way
roadway onto a one-way roadway, and signs shall be placed prohibiting
such turns at the following locations:

The driver of a vehicle approaching a yield sign shall, in obedience
to the sign, slow down to a speed reasonable for the existing conditions
and, if required for safety to stop, shall stop before entering a
crosswalk on the near side of the intersection or, if none, then at
the point nearest the intersecting roadway where the driver has a
view of approaching traffic on the intersecting roadway before entering.
After slowing down or stopping, the driver shall yield the right-of-way
to any vehicle in the intersection or approaching on another roadway
so closely as to constitute a hazard during the time the driver is
moving across or within the intersection or roadways. If a driver
is involved in a collision with a vehicle in the intersection or junction
of roadways after driving past a yield sign, the collision shall be
deemed prima facie evidence of failure of the driver to yield the
right-of-way.

vehicles upon any highway or portion thereof listed above where such
operation thereof shall be necessary in order to each a destination
upon such highway or portion thereof in order to pick up or deliver
any goods, wares, merchandise or material from or to any premises
located upon any such highway or portion thereof.

It shall be unlawful for any person to operate any vehicle or
tractor upon any highway in the Municipality that is under construction,
resurfacing or repair in disregard of any official sign, barricade
or notice that the same is closed to vehicular traffic.
Any person who shall violate any provision of this section shall,
upon conviction thereof, be sentenced to pay a fine of not more than
$25 and costs or prosecution and, in default of payment of such fine
and costs, to undergo imprisonment for not more than 10 days.

of any vehicle or tractor traveling upon the first-named highway at
any of the following intersections, in the direction or directions
hereby indicated in each use, to enter said intersection from first-named

The following areas of the highways in the Municipality are
hereby designed for pedestrian travel only, and shall not be used
for the purpose of travel by vehicles:

Highways so designated shall be marked with appropriate signs
and may be barricaded in such manner as to reasonably prevent access
thereto by vehicles.

No person shall operate any vehicle upon any highway closed
pursuant to this section. Any person who shall violate any provision
of this section shall, upon conviction thereof, be sentenced to pay
a fine of not more than $10 and costs of prosecution and, in default
of payment of such fine and costs, to undergo imprisonment for not
more than five days.

No person shall cruise. For the purposes of this prohibition,
the person operating the vehicle shall be considered the person cruising.
a.
Purpose.
A general public nuisance and threat to the public safety results
from the repetitive, unnecessary driving of motor vehicles, also known
as cruising, in a designated area of the Borough of State College.
The purpose of this ordinance is to reduce the noise, air pollution
and congestion resulting from cruising and to insure access for safety
vehicles to and through said designated area by restricting repetitive
driving of motor vehicles in said designated areas.
b.
CRUISING
DESIGNATED AREA
TRAFFIC CONTROL POINT
Definitions.
For the purpose of this ordinance, the following definitions shall
apply:
Driving a motor vehicle on a street past a traffic control
point, designated by a Police Officer, in the designated area three
or more times within any one-hour period, from 6:00 p.m. to 6:00 a.m.,
or six or more times within any three-hour period, from 6:00 p.m.
to 6:00 a.m., prevailing time. Passing the control point a third time,
under the same conditions stated herein, shall constitute cruising
and, therefore, a violation of this section.
That area of the Borough of State College bounded by College
Avenue on the north, Buckhout Street on the west, Beaver Avenue on
the south and High Street on the east and shall include the aforementioned
boundary streets.
A reference point designated by a sign to advise the public
of the ordinance on a street in the designated area selected by a
Police Officer for the purpose of enforcing this Ordinance.
c.
Exclusions.
This section shall not apply to official emergency or police vehicles,
licensed taxicabs for hire, other business vehicles being driven for
business purposes or for residents of the designated area traveling
to a specific destination.
In addition, Council may, by approved motion, waive the provisions
of this section for special activities and events.
d.
Penalties.
Any person violating the provisions of this section shall be fined
$25 for the first offense. For the second and each subsequent offense
within six months from the first violation, the fine shall be $50.
