The owner of a dog shall have the dog vaccinated against rabies by a veterinarian at no later than five months of age and revaccinated within one year after the initial vaccination and each year thereafter. If the owner obtains the dog or brings the dog into the Town of Whitewater after the dog has reached four months of age, the owner shall have the dog vaccinated against rabies within 30 days after the dog is obtained or brought into the Town of Whitewater unless the dog has been vaccinated as evidenced by a current certificate of rabies vaccination from this state or another state. The owner of a dog shall have the dog revaccinated against rabies by a veterinarian before the date that the immunization expires as stated on the certificate of vaccination or, if no date is specified, within three years after the previous vaccination.
A. 
A certificate of rabies vaccination must be issued to the owner, and the veterinarian shall keep a copy.
B. 
The owner shall attach the rabies vaccination tag or a substitute tag to a collar, and a collar with the tag attached shall be kept on the dog at all times. This requirement does not apply to a dog during competition or training, to a dog while hunting, to a dog securely confined indoors, to a dog securely confined in a fenced area or to a dog while actively involved in herding or controlling livestock if the dog is under the control of its owner. The substitute tag shall be of a durable material and contain the same information as the rabies vaccination tag. The requirements of this subsection do not apply to a dog which is not required to be vaccinated under§ 6-31.
The owner of the dog shall pay the cost of the rabies vaccination.
The owner of a dog more than five months of age on January 1 of any year, or five months within the year, shall annually or on or before the date the dog becomes five months of age pay the dog license tax and obtain a license. No owner may have more than four dog licenses without proper county zoning and authority for a kennel. Not more than four dogs may be kept on any one premises; provided, further, that no animals, fowl, or pets are bred or reared on such premises for commercial purposes or sold therefrom. Notwithstanding the foregoing, however, offspring of permitted household pets may be kept and sold from the premises for a period of up to eight months.
The dog license tax shall be as listed in the fee schedule that shall be kept on file with the Town Clerk.
For the purposes of the dog license tax, the year starts January 1 and ends the following December 31.
A. 
The collecting official shall assess and collect a late fee of $5 from every owner of a dog five months of age or over if the owner failed to obtain a license prior to April 1 of each year, or within 30 days of acquiring ownership of a licensable dog, or if the owner failed to obtain a license on or before the dog reached licensable age. All late fees received or collected shall be paid into the local treasury as revenue of the town in which the license was issued.
B. 
Any person who fails to comply with the provisions of this section after May 1 of each year shall, upon conviction, be liable for a fine as listed in the fee schedule that shall be kept on file with the Town Clerk.
No person shall permit any dog which he/she owns, harbors, or keeps to:
A. 
Run at large off the premises of said owner or keeper without being accurately fastened to a leash or otherwise under the control of said owner or keeper or their agents. This section shall not apply to dogs engaged in hunting in the Town while under the control of their owners; provided, however, that the hunting is done upon land upon which the owner has permission to hunt. Any person who fails to comply with the provisions of this section shall, upon conviction, be liable for a fine as listed in the fee schedule that shall be kept on file with the Town Clerk.
