A. 
Expansion of Planning Board, terms in office.

(1) 
The membership of the Planning Board shall be increased from five to seven members. Each member shall be a regular member with full voting rights pursuant to Village Law. Members now holding office for terms which do not expire at the end of the Village official year shall, upon the expiration of their term, hold office until the end of the Village official year and their successors shall then be appointed for a term of five years.
(2) 
The two additional members appointed as a result of the expansion of the Planning Board shall be appointed to terms of five years. No such additional member shall take part in the consideration of any matter for which an application was on file with the Planning Board at the time of his or her appointment.
B. 
Residency. Every member of the Planning Board, at the time of his/her appointment and throughout his/her term of office, shall be a resident of the Village and shall serve a term of five years.
C. 
Vacancies. Vacancies shall be filled by appointment by the Village Board of Trustees for the unexpired term. For other vacancies, the Village Board shall interview candidates and act upon said candidate/vacancy.

D. 
Chairperson. The Mayor, subject to the approval of the Village Board of Trustees, shall designate a member of the Planning Board to act as Chairperson pursuant to the provisions of § 7-718 of the Village Law.

E. 
Employees and expenses. The Village Board of Trustees shall have the power and authority to employ legal counsel and such other experts and staff, including a secretary or clerk (who is not a member of the Board and whose salary is to be fixed by the Village Board of Trustees), to serve the Planning Board (upon the request and recommendation of that Board), and to pay for their services and such other expenses as may be necessary and proper, not exceeding, in all, the appropriation that may be made for such Board.
F. 
Quorum. No hearing or meeting of the Planning Board shall be held nor any action taken in the absence of a quorum. A quorum shall consist of at least four members of the Planning Board.

G. 
Voting. All matters before the Planning Board shall be decided by a roll-call vote. Decisions on any matter before the Planning Board shall require the affirmative vote of a majority of the entire membership. A tie vote, or a favorable vote by a lesser number than the required majority, shall be considered a rejection of the matter under consideration.

H. 
Conflict of interest. No member of the Planning Board shall sit in a hearing or vote on any matter in which he/she possesses a conflict of interest. Said member shall not be counted by the Board in establishing the quorum for such matters.
I. 
Meeting requirements. Each member must attend in a calendar year 3/4 of scheduled meetings. In the event that a member misses the number of required meetings, the Chairman shall report such absence to the Village Board of Trustees, who in turn shall review the appointment.

The Village of Monroe Planning Board is authorized and empowered to review and approve preliminary and final plats of subdivisions, site plans, special permits and other such applications for the development or modification of real property for the purpose of providing for the future growth and development of the Village and affording adequate facilities for the housing, transportation, distribution, comfort, convenience, safety, health and welfare of the Village population. Preliminary questions relating to annexation of territory, including the size, location and boundaries thereof and generally the acceptability of any such territory, shall be and hereby are referred to the Planning Board for investigation and consideration by it and for report and recommendation to the Village Board.
