For the purposes of this Part, the following words shall have the following meanings:
CHAINS
At least six cross chains per each driving wheel.
COORDINATOR
The Manager of the Borough and his designated agents (hereinafter referred to as "coordinator").
SNOW
Any precipitation depositing any accumulation on the streets and sidewalks, such as snow, sleet, hail, ice and freezing rain.
SNOW EMERGENCY
A state of highway and street conditions that are hazardous and dangerous to vehicular and pedestrian traffic as declared by coordinator.
SNOW EMERGENCY ROUTES
All streets in the Borough so designated and marked. They shall be designated from time to time by resolution of the Council of Borough.
SNOW REMOVAL STREETS
All streets in Borough so designated and marked. They shall be designated from time to time by resolution of the Council of Borough.
SNOW TIRES
Tires or driving wheels having treads designed for use in snow, which tires must be in such condition as to serve the purpose for which they are designed.

1. 
Coordinator is authorized to declare these snow emergency regulations to be in effect:
A. 
While snow is falling within Borough; or
B. 
Whenever there is a covering or coating of newly fallen snow upon some or all of the streets, highways and sidewalks of Borough; or
C. 
Whenever coordinator receives from a recognized weather forecasting service a firm forecast of snow.

Coordinator shall inform the public of a snow emergency and the effective time thereof by issuing press releases to local radio, television and news services.

The snow emergency shall continue in full force and effect until coordinator declares it to be over in the same manner it was declared.

Council of Borough shall, by resolution, designate (A) streets which are heavily traveled and are necessary thoroughfares for the movement of vehicular traffic through Borough as snow emergency routes, and (B) streets which are in business districts of Borough from which snow removal must be accomplished to facilitate commerce and provide for the movement of traffic as snow removal streets.

All streets designated as snow emergency routes shall be posted with suitable signs or markers at intervals not exceeding 600 feet, which signs shall bear the words "Snow Emergency Route."
2. 
All streets designated as snow removal streets shall be posted with suitable signs or markers at intervals not exceeding 600 feet, which signs shall bear the words "Snow Removal Street."

1. 
No vehicle shall be parked on a snow removal street or on a snow emergency route beginning one hour after the effective time that a snow emergency has been declared.
2. 
No person shall operate any vehicle on a snow removal street or a snow emergency route beginning one hour after the effective time that a snow emergency has been declared in such manner or in such condition as to allow or permit such vehicle to become stalled or incapable of moving under its own power, either by reason of the fact that all driving wheels of such vehicle are not equipped with chains or snow tires or by reason of the fact that the fuel supply of such vehicle has been exhausted.
3. 
The prohibition of parking set forth in Subsection 1 hereof shall remain in effect on snow removal streets until coordinator announces the termination of the snow emergency in part or in whole or until the roadway of an entire block of a snow removal street is substantially free from snow from curb to curb, whichever first occurs, after which the parking of vehicles is authorized at those times when parking is normally permitted on such streets.
