The Council of the Borough of Akron recognizes that the use of skateboards, street skates, roller skates, scooters, big wheels and tricycles (hereinafter all collectively referred to as "roller vehicles") has become prevalent in the Borough. The use of roller vehicles on public streets constitutes a danger to the health and safety of the user of the roller vehicles and to the traveling public. It is, therefore, necessary to prohibit the use of roller vehicles upon public streets within the Borough.

No person shall operate a roller vehicle on or upon any public street within the Borough of Akron, except for the purpose of crossing said street. The rules pertaining to pedestrians crossing streets shall apply to persons crossing a street on a roller vehicle. No person crossing a public street on a roller vehicle shall travel too fast for safety under the conditions existing.

As used herein the term "public street," shall include the entire width between the boundary lines of every way publicly maintained when any part thereof is open to the use of the public for vehicular travel.

1. 
Any person who shall violate any of the provisions of this chapter, upon conviction thereof, before a magistrate, shall be sentenced to pay the cost of prosecution and to have the roller vehicle impounded by the Borough of Akron Police Department for a period not exceeding 15 days.
2. 
Any person who shall violate any of the provisions of this chapter, upon the second conviction thereof, before a magistrate, shall be sentenced to pay the cost of prosecution and to have the roller vehicle impounded by the Borough of Akron Police Department for a period not exceeding 30 days.
3. 
Any person who shall violate any of the provisions of this chapter, upon the third conviction thereof, shall be sentenced to pay a fine not exceeding $15 and the cost of prosecution.
