Springfield Township, jointly with Coolspring Township, East Lackawannock Township, Findley Township, Borough of Mercer, and County of Mercer, shall organize an authority under the Municipality Authorities Act[1] to be titled "Neshannock Creek Watershed Joint Municipal Authority."[2]

There shall be six members of the Board of said authority, one to be named by each municipality; the first members and their terms are to be designated by each municipality by separate resolution.
Articles of Incorporation shall be prepared and be executed by each incorporating municipality, by its proper officers and under its municipal seal, and publication of notice of intent to file be made in accordance with the provisions of said Act. Thereafter, the Articles of Incorporation, together with proof of publication of the notice, shall be filed with the Secretary of the Commonwealth. The Articles of Incorporation shall specify that the kind and character of projects to be undertaken by the Authority shall be limited to sewers, sewer systems or parts thereof, and sewage treatment works.
