Unless otherwise specifically required by regulation or law, all gas utility service meters to be installed or relocated providing service to any structure or building in the Historic Preservation Overlay District shall first be considered to be installed inside the building or structure.
Where due to specific regulatory requirements it is not possible to install the gas utility service meter and/or regulator inside the building or structure, the following shall apply:
A. 
Unless otherwise specifically required by regulation or law, neither the meter nor the regulator shall be located in front of the building or structure where the front of the structure or building adjoins a public road, avenue or other public way.
B. 
If the meter and/or regulator must be located in front of the building or structure where the front of the structure or building adjoins a public road, avenue or other public way due to a requirement by regulation or law, the meter and/or regulator shall be placed in a location that is not within public view.
C. 
If it is not possible to locate the meter and/or regulator at a location outside public view, the meter and/or regulator shall be concealed and if unable to be completely concealed, shall be placed in a location that minimizes visibility of the meter and/or regulator to the public.
Any notice required to be given by law or regulation by the utility to the utility customer, tenant and/or property owner where installation or relocation of meter, regulator or service line will be taking place within the Historic Preservation Overlay District shall also be given concurrently to the Zoning Officer for the Borough of Carlisle at 53 West South Street, Carlisle, Pennsylvania.
Any person or entity violating the foregoing section of this chapter shall, upon conviction, be subject to a fine of up to $1,000 and costs of prosecution, and, in default of payment of such fine and costs, shall be sentenced to imprisonment of not more than 30 days. Each day on which any such violation shall continue shall constitute a separate violation.
