The population of the Township of Colts Neck as evidenced by the Census Bulletin filed with the Secretary of State of the State of New Jersey on February 22, 1971, is 5,819.
Pursuant to the provisions of N.J.S.A. 40:146-2,[1] the Township Committee of the Township of Colts Neck shall be increased in number from three to five.

The two additional members shall be elected at the annual election to be held in November 1971, one of which shall be for a term of three years, and one for a term of two years.
The Township Clerk is hereby authorized and directed to advise those members of the County Committee of each political party representing the Township of Colts Neck to select a candidate for the office in question and at least 34 days prior to the General Election to file a statement of such selection duly certified to with the County Clerk.
It is hereby declared and announced that in addition to the selection of candidates by the respective committees of each political party, candidates may also be nominated by petition in a manner provided for direct nomination by petition for the general election as provided for in the election laws of the State of New Jersey, with the petition, however, to be filed with the County Clerk at least 34 days prior to the General Election of 1971.

A. 
Mandatory meeting attendance. It shall be the responsibility of all nonelected individuals appointed to serve on a Township board, commission, and/or committee to attend all regularly scheduled meetings. As set forth in N.J.S.A. 40A:9-12.1(g), any member of a municipal board, committee, or commission may be removed from his or her position by the Township Committee for failure to attend meetings without justifiable cause. Failure to attend meetings shall consist of the longer of either: six consecutive weeks, or three consecutive regular meetings.
B. 
Excused absence. In the event that a nonelected member is unable to attend a meeting for a valid reason, such as a legitimate illness or business obligation, it shall be the responsibility of that member to notify the secretary of his or her respective board, commission, or committee that he or she will be unable to attend a meeting. An absence will be considered excused when approved by a majority of the members of the board, commission, or committee.
C. 
Public hearing.
(1) 
In the event that a nonelected board, committee, or commission member has unexcused absences as established under § 66-6A, the respective board, committee, or commission must notify the Township Committee and affected member in writing within 14 days.
(2) 
The affected member shall be entitled to a public hearing before the Township Committee, provided that he or she requests the same in writing.
(3) 
Should the Township Committee remove a nonelected member of a Township board, committee, or commission, the Township Committee shall remove said member by the adoption of a formal resolution. The Township Committee shall fill the vacant position for the unexpired term in the manner prescribed by law.
