The general purpose of these regulations is to promote the health, safety, comfort, convenience, prosperity and general welfare of the citizens of the Borough of Renovo by requiring that new and existing operators of food trucks provide residents and customers with a level of cleanliness, quality and safety. It is also the intent of this regulation to establish reasonable guidelines and restrictions for operators of food trucks and encourage the safe and convenient use of the Borough's public right-of-way.

As used in this Part, the following terms shall have the meanings indicated:
FOOD TRUCK
A large motorized vehicle or a trailer which is equipped to cook, prepare, serve and/or sell food.

1. 
No person shall commence operation of a food truck in the Borough of Renovo unless a permit has been obtained from the Borough for the food truck. A food truck operator should file with the Borough Secretary copies of the following documents: current driver's license, valid motor vehicle registration, county/state Department of Health certificate, proof of insurance which includes motor vehicle and general liability insurance coverage in an amount not less than $100,000 per person and $300,000 per occurrence, emergency contact information for the owner or designees and signed letter of permission or lease agreement with the property owner.

The cost for an annual permit is $100 ($50 after July 1 for the remainder of the calendar year) and shall be due and payable at the time of the application. The fee for a seventy-two-hour permit shall be $20. The permit shall be clearly displayed on the food truck at all times.
3. 
No more than five annual permits shall be issued by the Borough in any calendar year. Such permits are issued on a first-come basis beginning December 1 for the next calendar year. Only one annual permit per vendor is allowed. There is no limit to the number of seventy-two-hour permits that can be issued.
4. 
Failure to properly obtain and/or display a permit shall be considered a violation of the Borough Code. The penalty shall be as follows: first offense: $500; second offense: $1,000. The permit shall be revoked after the third offense, and additional fines may be applied. A vendor shall be ineligible to obtain a permit for 12 months from the date it pleads guilty and/or is convicted of a citation for failing to obtain a permit.
5. 
Food trucks shall be inspected by the Health Department and the Fire Department before operating. No changes shall be made to approved food trucks without reinspection of both departments.

1. 
No food truck shall occupy the public street and/or sidewalk.
2. 
Food trucks shall be located a minimum of 300 feet from the main entrance to any eating establishment.
3. 
Food trucks shall be located a minimum distance of five feet from the edge of any driveway or public sidewalk, utility boxes and vaults, handicapped ramp, building entrances, exits or emergency/access/exit ways.
4. 
Food trucks may be operational between the hours of 8:00 a.m. and 12:00 midnight.

1. 
Food trucks and associated outdoor seating, if any, shall be removed from all permitted locations during impermissible hours of operation and shall not be stored, parked or left overnight on any public streets or sidewalks.
2. 
Food trucks shall be solely used for the commercial use of food service and shall not contain sleeping quarters.
3. 
Food trucks must have a potable water tank/sink for hand washing attached.
4. 
A food truck operator is responsible for the proper disposal of waste and trash associated with the operation of the food truck. Operators shall remove all waste and trash from their approved location at the end of each day or as needed to maintain the health and safety of the public. The operator shall keep all areas within five feet of the truck and any associated seating area clean of grease, trash, paper, cups or cans associated with the vending operation. No liquid waste or grease is to be disposed in or on storm drains, lawns, sidewalks, streets or other public space.
