The Township hereby establishes a Human Resources Department within Willingboro Township's existing organizational structure. In accordance with Willingboro Township Code §§ 3-17 and 3-19, the Township Council authorizes the appointment of a Personnel Director, to act as head of the Human Resources Department.
The primary goal and mission of a newly established Human Resources
Department will be to recruit, train, and maintain a highly productive
and efficient workforce for the Willingboro Township using policies
and procedures that are consistent with federal, state, and local
law.
Pursuant to § 3-17, the Township Manager may delegate to the head of a department the power to appoint and remove subordinates, supervise and control appointees and report such appointments or removals at the next meeting thereafter of the Township Council. In accordance with § 3-19, the Township Manager may further delegate supervision of employees to department heads.
The Human Resources Department shall consist of a Personnel Director
who will serve as Civil Service Liaison and EEO Officer; a Senior
Employee's Benefits Clerk; a Principal Payroll Clerk; and a Clerk
I or Personnel Assistant 1.
The Human Resources Department will oversee Civil Service Title 4:A
administration and compliance; employee advisory services; job postings;
job interviews; staff selection; title classifications; layoff/furlough
administration; recruitment; testing; training; payroll; promotions;
demotions; and EEO compliance.
The Township Manager with the assistance of the Personnel Director
shall be responsible to implement and enforce the personnel practices
duly adopted by ordinance or resolution and authorized pursuant to
this Code. If there is a conflict between said personnel practices
and any duly adopted and lawful collective bargaining agreement, personnel
services contract or federal or state law, the terms and conditions
of that contract or law shall prevail.
The Township Council shall by resolution adopt and amend from time
to time personnel policies and procedures including rules concerning
the hiring and termination of employees, terms and conditions of employment,
and regulations required to comply with applicable federal and state
employment related law. The personnel policies and procedures adopted
pursuant to said resolution(s) shall be applicable to all officials,
appointees, employees, prospective employees, volunteers and independent
contractors of the Township.
