The Township hereby establishes an Information Technology and Communications Department within Willingboro Township's existing organizational structure. In accordance with Willingboro Township Code § 3-16, the Township Manager is authorized to assign and transfer administrative functions, powers and duties among and within departments, subject to the Charter and Administrative Code; and to delegate to department heads such powers as the Manager may deem necessary for efficient administration. The Manager shall appoint a Director of Information Technology (IT) and Communications.
The primary goal and mission of a newly established IT and Communications
Department will be to coordinate the IT and communications services
and needs of the Township; to ensure the security of the Township's
technology and its records; oversee and maintain compliance with the
Township's IT policy using practices and procedures that are consistent
with federal, state, and local law.
Pursuant to § 3-16G, the Township Manager may delegate to the head of a department such powers as the Manager may deem necessary for efficient administration. In accordance with § 3-16F, the Township Manager may assign and transfer such administrative functions, powers, and duties among and within departments, subject to the Township Charter and Administrative Code.
Coordinate and cooperate with the Township Manager, other department
heads, vendors, and service providers in providing communications
and technology services to the Township.
Coordinate with various departments of the Township to develop and
implement communications, public information, and educational programs
designed to enhance the knowledge of Township residents about the
Township's services.
Together with the Township Manager, develop policies for the dissemination
of public information, in accordance with law, and in cooperation
with the Township Council.
Participate in and coordinate the development of local origination
programming with the cable television franchisee, public access television,
and internet-based access.
The Township Manager with the assistance of the IT/Communications
Director shall be responsible to implement and enforce the Township's
IT and communications practices duly adopted by ordinance or resolution
and as authorized pursuant to this Code.
The Township Council may by resolution adopt and amend from time
to time IT and/or communications policies and procedures, as may be
required to comply with the municipality's objectives and goals, and
applicable federal and state law. The IT and communications policies
and procedures adopted pursuant to said resolution(s) shall be applicable
to all officials, appointees, employees, prospective employees, volunteers
and independent contractors of the Township.
