In the construction of this chapter, the rules and definitions contained in this article shall be observed and applied, except when the context clearly indicates otherwise.
A. 
Words used in the present tense shall include the future tense; words used in the singular number shall include the plural number, and the plural the singular; the masculine gender shall include the feminine and neuter.
B. 
The word "shall" is mandatory and not discretionary.
C. 
The word "may" is permissive.
D. 
The phrase "used for" shall include the phrases "arranged for," "designed for," "intended for," "maintained for" and "occupied for."
Whenever a word or term hereinafter defined appears in the text of this chapter, its meaning shall be construed as set forth in the definition thereof. Words or terms not hereinafter defined shall be as defined in Webster's Dictionary, latest edition.
ABUTTING
To have a common property or district line.
ACCESSORY USE
See Article XXI.
ADULT ARCADE
An establishment where, for any form of consideration, one or more still or motion-picture projectors, slide projectors, or similar machines, or other image-producing machines, for viewing by five or fewer persons each, are regularly used to show films, motion pictures, video cassettes, slides, or other photographic reproductions which are characterized by the depiction or description of specified sexual activities or specified anatomical areas.

ADULT BOOKSTORE, ADULT NOVELTY STORE or ADULT VIDEO STORE

A. 
A commercial establishment which has as a significant or substantial portion of its stock-in-trade in any one or more of the following, or derives a significant or substantial portion of its revenues from, or devotes a significant or substantial portion of its interior business or advertising to, the sale or rental for any form of consideration of any one or more of the following:
(1) 
Books, magazines, periodicals, or other printed matter, or photographs, films, motion pictures, video cassettes, slides, or other visual representations which are characterized by the depiction or description of specified sexual activities or specified anatomical areas.
(2) 
Instruments, devices or paraphernalia which are designed for use or marketed primarily for stimulation of human genital organs or for sadomasochistic use or abuse of the user or others.
B. 
An establishment may have other principal business purposes that do not involve the offering for sale, rental or viewing of materials depicting or describing "specified sexual activities" or "specified anatomical areas," and still be categorized as an adult bookstore, adult novelty store, or adult video store. Such other business purposes will not serve to exempt such establishments from being categorized as an adult bookstore, adult novelty store or adult video store so long as one of its principal business purposes is offering for sale or rental, for some form of consideration, the specified materials which depict or describe specified anatomical areas or specified sexual activities.
ADULT CABARET
A nightclub, bar, restaurant bottle club, or similar commercial establishment, whether or not alcoholic beverages are served, which regularly features:

A. 
Persons who appear nude, seminude or in a state of seminudity;
B. 
Live performances which are characterized by the exposure of specified anatomical areas or by pictures, video cassettes, slides, or other photographic reproductions which are characterized by the depiction or description of specified sexual activities or specified anatomical areas. An adult cabaret also includes any business which offers, as part of its services or entertainment and for any type of consideration, dancing with any patron intended for the sexual stimulation of the patron by an employee or person hired by the business while the employee is in any state of dress or undress.
ADULT MOTEL
A motel, hotel or similar commercial establishment which:

A. 
Offers public accommodations, for any form of consideration, which provides patrons with closed-circuit television transmissions, films, motion pictures, video cassettes, slides or other photographic reproductions which are characterized by the depiction or description of specified sexual activities or specified anatomical areas and which advertises the availability of this sexually oriented type of material by means of a sign visible from the public right-of-way, or by means of any off-premises advertising, including, but not limited to, newspapers, magazines, pamphlets or leaflets, radio or television; or
B. 
Offers a sleeping room for rent for a period of time less than 10 hours; or
C. 
Allows a tenant or occupant to sub-rent the sleeping room for a time period of less than 10 hours.
ADULT MOTION-PICTURE THEATER
A commercial establishment where films, motion pictures, video cassettes, slides or similar photographic reproductions which are characterized by the depiction or description of specified sexual activities or specified anatomical areas are regularly shown for any form of consideration.

ADULT THEATER
A theater, concert hall, auditorium, or similar commercial establishment which, for any form of consideration, regularly features persons who appear in a state of nudity or seminudity, or live performances which are characterized by exposure of specified anatomical areas or by specified sexual activities.

ALLEY
A dedicated public right-of-way, other than a street, that affords a secondary means of access to abutting property.
ALTERATION
Any change in size, shape, occupancy or use of a building or structure.
ALTERNATIVE TOWER STRUCTURE
Clock towers, sculptures, bell steeples, light poles and similar alternative-design mounting structures that conceal the presence of antennas or towers and are architecturally compatible with the area.

ANIMAL HOSPITAL
A building or portion thereof designed and used for the care, observation or treatment of domestic animals. Boarding of animals is not permitted except for extended medical treatment.
ANTENNA
A device used to receive or transmit electromagnetic waves. Examples include, but are not limited to, whip antennas, panel antennas and dish antennas.

ASSISTED LIVING FACILITY
A facility which provides sleeping accommodations and assistance with the activities of daily living and instrumental activities of daily living to 20 or more individuals, age 55 or older. Supportive and intermittent health-related services, including LPNs or RNs, must be available 24 hours per day to meet scheduled and unscheduled needs. Assisted living facilities may also contain limited retail and personal service establishments for the exclusive use of facility residents.

ASSISTED LIVING UNIT
One or more rooms which are arranged, designed or used as living quarters for no more than two individuals residing in an assisted living facility. An assisted living unit includes bathroom facilities but shall not contain cooking facilities.

BASEMENT
A story having part but not more than 1/2 of its height below grade. A basement shall be counted as a story for the purpose of height regulation if used for dwelling purposes.
BLOCK
The land adjoining one side of a street between two consecutive junctions of said street with streets, railway rights-of-way, waterways or permanent open space areas, crossing or meeting said side of said street.
BUILDABLE AREA
The space remaining on a zoning lot after the minimum open space requirements of this chapter have been complied with.
BUILDING
A structure, or part thereof, enclosing any occupancy, including residential, institutional, assembly, business, mercantile, storage, hazardous and miscellaneous uses. When separated by fire walls, any unit so separated shall be deemed a separate building.
BUILDING AREA
The maximum horizontal projected area of a building and its accessory buildings, excluding only cornices projecting not more than 30 inches, open steps and terraces.
BUILDING, COMPLETELY ENCLOSED
A building separated on all sides from the adjacent open space, or from other buildings or other structures, by a permanent roof and by exterior walls or party walls, pierced only by windows and normal entrance or exit doors.
BUILDING, DETACHED
A building surrounded by open space on the same zoning lot.
BUILDING LINE
A line parallel to the street line (right-of-way) at a distance from it, regulated by the setback requirements established in this chapter. On a private street, the building line requirement shall be measured on a line parallel to the most adjacent edge of pavement.
BULK REGULATIONS
Regulations which control the size or location of yards, setbacks, height of buildings and spacing between principal and accessory buildings.
CANNABIS CRAFT GROWER
A facility operated by an organization or business that is licensed by the Illinois Department of Agriculture to cultivate, dry, cure and package cannabis and perform other necessary activities to make cannabis available for sale at a dispensing organization or use at a processing organization, per the Cannabis and Controlled Substances Tax Act (P.A. 101-0027),[1] as it may be amended from time to time, and regulations promulgated thereunder.

CANNABIS CULTIVATION CENTER
A facility operated by an organization or business that is licensed by the Illinois Department of Agriculture to cultivate, process, transport, and perform necessary activities to provide cannabis and cannabis-infused products to licensed cannabis business establishments, per the Cannabis and Controlled Substances Tax Act (P.A. 101-0027),[2] as it may be amended from time to time, and regulations promulgated thereunder.

CANNABIS DISPENSING ORGANIZATION
A facility operated by an organization or business that is registered by the Illinois Department of Financial and Professional Regulation to acquire cannabis for the purpose of dispensing cannabis, paraphernalia, or related supplies and educational materials to purchasers or to qualified registered medical cannabis patients and caregivers in accordance with the Compassionate Use of Medical Cannabis Program Act (P.A. 101-363),[3] or the Cannabis and Controlled Substances Tax Act (P.A. 101-0027),[4] as they may be amended from time to time, and regulations promulgated thereunder.

CANNABIS INFUSER FACILITY
A facility operated by an organization or business that is licensed by the Illinois Department of Agriculture to directly incorporate cannabis or cannabis concentrate into a product formulation to produce a cannabis-infused product, per the Cannabis and Controlled Substances Tax Act, (P.A. 101-0027),[5] as it may be amended from time to time, and regulations promulgated thereunder.

CANNABIS PROCESSING FACILITY
A facility operated by an organization or business that is licensed by the Illinois Department of Agriculture to either extract constituent chemicals or compounds to produce cannabis concentrate or incorporate cannabis or cannabis concentrate into a formulation to produce a cannabis product, per the Cannabis Controlled Substances and Tax Act (P.A. 101-0027),[6] as it may be amended from time to time, and regulations promulgated thereunder.

CANNABIS TRANSPORTING BUSINESS
An organization or business that is licensed by the Illinois Department of Agriculture to transport cannabis on the behalf of a cannabis business establishment or a community college licensed under the Community College Cannabis Vocational Training Pilot Program, per the Cannabis and Controlled Substances Tax Act (P.A. 101-0027),[7] as it may be amended from time to time, and regulations promulgated thereunder.

CELLAR
A story having more than 1/2 of its height below grade or below the highest level of the adjoining ground. A cellar shall not be counted as a story for the purpose of height measurement.
CLINIC or MEDICAL HEALTH CENTER
An establishment where two or more licensed physicians, dentists or medical specialists and their professional associates practice together.
COMMUNITY GARAGE
A series of garages located jointly in a common lot accessory to a residential use and having no public shop or service in connection therewith.
COMMUNITY RESIDENCE
A single dwelling unit occupied on a relatively permanent basis in a family-like environment by a group or unrelated persons with disabilities, plus paid professional support staff provided by a sponsoring agency, either living with the residents on a twenty-four-hour basis or present whenever residents with disabilities are present in the dwelling; and complies with the zoning regulations for the district in which the site is located.

COURT
An open unoccupied space other than a yard on the same lot with a building, which is totally or partially enclosed by a building or buildings and is completely open to the sky.
COURT, INNER
A court enclosed on all sides by exterior walls of a building or by exterior walls and lot lines on which walls are allowable.
COURT, OUTER
A court enclosed on not more than three sides by exterior walls of a building, or by exterior walls and lot lines on which walls are allowable, provided one side or end of the court opens to a street, driveway, alley or yard.
CURB LEVEL
The level of the established curb in front of the building, measured at the center of such front. Where a building faces on more than one street, the curb level shall be the average of the levels of the curbs at the center of the front of the building facing each street. Where there is no curb, the mean level of the land immediately adjacent to the street line shall be considered to be curb level.
DENSITY, GROSS
The numerical value obtained by dividing the total number of dwelling units in a development by the gross area of the tract of land (in acres) within the development, the result being the number of dwelling units per gross acre of land. Gross area includes all residential and nonresidential land uses and private streets in the development as well as rights-of-way of dedicated streets.
DENSITY, NET
The numerical value obtained by dividing the total number of dwelling units in a development by the area of the actual tract of land (in acres) upon which the dwelling units are proposed to be located and including private streets, common open space and associated recreational facilities within the area, the result being the number of dwelling units per net residential acre of land. Net density calculations exclude rights-of-way of publicly dedicated streets.
DISABILITY
A physical or mental impairment which substantially limits one or more of a person's major life activities, impairs their ability to live independently, or a record of having such an impairment, or being regarded as having such an impairment, but such term does not include current use of, nor addiction to, a controlled substance.

DISTRICT
A section of the Village, as depicted by the Zoning Map, for which the regulations governing the height, area and use of buildings and premises are the same.
DWELLING
A building, or portion thereof, designed or used exclusively for residential occupancy, including single-family dwelling units and multiple-family dwelling units, but not including house trailers or mobile homes.
DWELLING, ATTACHED
A dwelling which is joined to another dwelling at one or more sides by a party wall or walls.
DWELLING, DETACHED
A dwelling which is entirely surrounded by open space on the same lot.
DWELLING, MULTIPLE-FAMILY
A building or portion thereof containing three or more dwelling units, originally constructed for said purpose.
DWELLING, SINGLE-FAMILY
A building designed exclusively for use and occupancy by one family, and entirely separated from any other dwelling by open space.
DWELLING UNIT
One or more rooms which are arranged, designed, or used as living quarters for a family, or for a community residence as a single housekeeping unit. A dwelling unit includes bathroom and kitchen facilities in addition to sleeping and living areas.

ESCORT
A person who, for any form of consideration, agrees or offers to act as a companion, guide, or date for another person, or who agrees or offers to privately model lingerie or to privately perform a striptease for another person.

ESCORT AGENCY
A person or business association who furnishes, offers to furnish, or advertises to furnish escorts as one of its primary business purposes for a fee, tip, or other consideration.

FAMILY
Either:

A. 
An individual or two or more persons related by blood, marriage or adoption, living together as a single housekeeping unit in a dwelling unit; or
B. 
A group of not more than eight persons who need not be related by blood, marriage, or adoption, living together as a single housekeeping unit in a dwelling unit, plus, in either case, usual domestic servants.
FAMILY COMMUNITY RESIDENCE
A single dwelling unit occupied on a relatively permanent basis in a single-family-like environment by a group of no more than eight unrelated persons with disabilities, plus paid professional support staff provided by a sponsoring agency, either living with the residents on a twenty-four-hour basis or present whenever residents with disabilities are present at the dwelling; and which complies with the zoning regulations for the district in which the site is located.

FLOOR AREA
A. 
For measurement purposes:
(1) 
The floor area of a building is the sum of the gross horizontal areas of the several floors of the building measured from the interior faces of the interior walls or from the center line of walls separating two buildings.
(2) 
The floor area of a building shall include basement floor area when more than 1/2 of the basement height is above the established curb level or above the finished lot grade level where curb level has not been established; elevator shafts and stairwells at each floor; floor space used for mechanical equipment, open or enclosed, located on the roof; penthouses; attic space having headroom of seven feet 10 inches or more; interior balconies and mezzanines; and enclosed porches, and floor area devoted to accessory uses. However, any space devoted to off-street parking or loading shall not be included in floor area.
B. 
For determining off-street parking and loading requirements:
(1) 
Floor area of a building, when prescribed as the basis of measurement for off-street parking spaces and loading berths for any use, shall mean the sum of the gross horizontal areas of the several floors of the building, or portion thereof, devoted to such use, including accessory storage areas located within selling or working space, such as counters, racks or closets; and basement floor area devoted to retailing activities, to the production or processing of goods, or to business or professional offices.
(2) 
However, floor area for the purpose of measurement for off-street parking spaces shall not include floor area devoted primarily to storage purposes (except as otherwise noted herein), floor area devoted to off-street parking or loading facilities, including aisles, ramps and maneuvering space, or basement floor area other than area devoted to retailing activities, to the production or processing of goods or to business or professional offices.
FRONTAGE
The length of a front lot line or lines.
GAZEBO
A freestanding, roofed open-air structure with more than four sides. The structure may be enclosed for decorative or other design purposes up to a maximum height of four feet above floor level.

GROUP COMMUNITY RESIDENCE
A single dwelling unit occupied on a relatively permanent basis in a family-like environment by a group of nine to 15 unrelated persons with disabilities, plus paid professional support staff provided by a sponsoring agency, either living with the residents on a twenty-four-hour basis or present whenever residents with disabilities are present at the dwelling; and which complies with the zoning regulations for the district in which the site is located.

HALFWAY HOUSE
A temporary residential living arrangement for persons who are receiving therapy and counseling from support staff who are present at all times residents are present for the following purposes:

A. 
To help them recuperate from the effects of drugs or alcohol addiction;
B. 
To provide temporary shelter for persons who are victims of domestic abuse.
HEIGHT
The vertical distance measured at the curb level, to the highest point of the roof for flat roofs; to the mean height level (between eaves and ridge) for gable and hip roofs; to the highest point of mansard roofs. Where a building is located upon a natural terrace or slope, the height may be measured from the average ground level at the front building wall. For an accessory building, the height shall be measured from the top of the accessory building's foundation.
HOSPICE
A temporary residential living arrangement for persons with a disease that requires full-time support, therapy, and/or treatment.

KENNEL, COMMERCIAL
Any lot or premises or portion thereof on which more than four dogs or cats, or other household domestic animals, over four months of age, are kept or on which more than two such animals are boarded for compensation or kept for sale.
LOT
A plot, piece or parcel of land that is designated by its owner or developer, at the time of applying for a building permit, as a tract, all of which is to be used, developed, or built upon as a unit under single ownership. So long as it satisfies the requirements, such lot may consist of:
A. 
A single lot of record; or
B. 
A combination of complete lots of record, provided the lots are consolidated and properly recorded or registered.
LOT, CORNER
A lot which adjoins the point of intersection or meeting of two or more streets and in which the interior angle formed by the street lines is 135° or less. If the street lines are curved, the angle shall be measured at the point of intersection of the extensions of the street lines in the directions which they take at the intersections of the street line with the side lot line and with the rear lot line of the lot. If the street line is curved at its point of intersection with the side lot line or rear lot line, the tangent to the curve at that point shall be considered the direction of the street line.
LOT COVERAGE
That percentage of a lot which, when viewed directly from above, would be covered by a building or buildings or any part thereof, excluding projecting roof eaves.
LOT DEPTH
The distance between the midpoint of the front lot line and the midpoint of the rear lot line.
LOT, INTERIOR
A lot other than a corner or reversed corner lot.
LOT LINE
Lot boundary line. See "lot line, front"; "lot line, rear"; "lot line, side."
LOT LINE, FRONT
A street line forming the boundary of a lot. For corner lots, the front lot line shall be along the block face on which the majority of the lots, orientated in the same direction, front.
LOT LINE, REAR
The lot line that is most distant from, and is, or is most nearly, parallel to, the front lot line. If a rear lot line is less than 15 feet long, or if the lot comes to a point at the rear, the rear lot line shall be a line at least 15 feet long, lying wholly within the lot, parallel to the front lot line.
LOT LINE, SIDE
A lot line which is neither a front lot line nor a rear lot line.
LOT OF RECORD
A lot which is a part of a subdivision, the plat of which has been recorded in the Office of the County Recorder of Deeds or Registrar of Titles; or a parcel of land, the deed to which was recorded or registered prior to adoption of this chapter.
LOT, REVERSED CORNER
A lot on which one side lot line is substantially a continuation of the front lot line of an adjacent lot.
LOT SIZE
The area of a horizontal plane bounded by the front, side and rear lot lines.
LOT, THROUGH
A lot having its front and rear lot lines on adjacent and substantially parallel streets, otherwise known as a "double frontage lot."
LOT WIDTH
The distance on a horizontal plane between the side lot lines measured at right angles to the lot depth at the established front building line.
MASSAGE PARLOR
Any place where, for any form of consideration or gratuity, massage, alcohol rub, administration of fomentations, electric or magnetic treatments, or any other treatment manipulation of the human body which occurs as a part of or in connection with specified sexual activities, or where any person providing such treatment, manipulation, or service related thereto exposes his or her specified anatomical areas or massages the specified anatomical areas of the customer, unless prescribed by a physician or registered physical and massage therapist. The definition of "sexually oriented businesses" shall not include the practice of massage in any licensed hospital, nor by a licensed physician, surgeon, chiropractor or osteopath, nor by any nurse or technician working under the supervision of a licensed physician, surgeon, chiropractor or osteopath, nor by trainers for any amateur, semiprofessional or professional athlete or athletic team or school athletic program.[8]

NONCONFORMING BUILDING OR USE
A. 
NONCONFORMING BUILDINGA building or structure or portion thereof lawfully existing at the time of the adoption of this chapter which was designated, erected or structurally altered for a use that does not conform to the use regulations of the district in which it is located.
B. 
NONCONFORMING USEA use which lawfully occupied a building or land at the time of adoption of this chapter and which does not conform with the use regulations of the district in which it is located.
OWNER
Any person in whom is vested the ownership dominion, or title of property, including a legal or record owner and an equitable or beneficial owner, and including each joint tenant, tenant-in-common, partner, co-owner or other person having a partial ownership interest.
PERSON
In addition to a natural person, the term "person" includes the following: partnership, firm, association, organization, trust, trustee, estate, legal representative of an estate, trust company, financial institution, corporation, governmental unit or agency.
PLANNED BUSINESS CENTER
Any commercial development consisting of one or more buildings containing two or more stores or offices with an aggregate gross floor space of more than 50,000 square feet, which development may be planned or developed as a coordinated unit or which development may be characterized by an integrated arrangement of stores, offices, buildings and facilities, shall be considered as a single unit for all purposes within the meaning and scope of this chapter, and shall be permitted only by special permit as a special use in accordance with the provisions of Article XVI hereof.
PLANNED UNIT DEVELOPMENT
A tract of land which is developed as a unit under single ownership or unified control, which includes two or more principal buildings or uses, and is reviewed under the planned development procedure of this chapter.
PORCH
A roofed-over structure, projecting out from the walls or wall of a principal building and commonly open to the weather in part.
PREEXISTING TOWERS AND ANTENNAS
Any tower or antenna on which a permit has been properly issued prior to the effective date of this chapter.

PRINCIPAL BUILDING
A nonaccessory building in which is conducted a principal use of the lot on which the building is located.
PRINCIPAL USE
The primary use of land or buildings as distinguished from a subordinate or accessory use.
PRIVATE GARAGE
A garage intended for and used by the private motor vehicles of the families resident upon the premises, except that not more than 1/2 of the space may be rented for the private vehicles of persons not resident on the premises. Such a garage shall not be used for more than one commercial vehicle per family which is resident upon the premises.
PUBLIC OPEN SPACE
Any publicly owned open area, including, but not limited to, the following: parks, playgrounds, school sites, parkways and streets.
PUBLIC UTILITY
Any person, firm, corporation or municipal department duly authorized to furnish, under public regulation to the public, electricity, gas, steam, telephone, telegraph, transportation or water.
RAILROAD RIGHT-OF-WAY
A strip of land with tracks and auxiliary facilities for track operation, but not including depots, loading platforms, stations, train shed, warehouses, car shops, car yards, locomotive shops or water towers.
RESIDENTIAL BUILDING
A building, all or part of which contains one or more dwelling units, including single-family dwellings, two-family dwellings and multiple-family dwellings, but excluding hostelries, house trailers, lodging houses, dormitories, sororities and fraternities, nurses' residences, sanitariums, nursing homes and convalescent homes.
REST HOME or NURSING HOME
A privately owned establishment for the care of children or the aged or infirm, or a place of rest for those suffering bodily disorders. Such home does not contain equipment for surgical care or for treatment of disease or injury.
RESTAURANT
Any land, building or part thereof, other than a boarding house, where meals are provided for compensation for three or more persons, including a cafe, cafeteria, coffee shop, lunchroom, tearoom and dining room.
SCHOOL
An institution which offers certified instruction, but excluding private trade, business or commercial training facilities.
SEMINUDE MODEL STUDIO
Any place where a person, who regularly appears in a state of seminudity or nudity, is provided for money or any form of consideration to be observed, sketched, drawn, painted, sculptured, photographed, or similarly depicted by other persons.

SETBACK
The distance between the front lot line and the principal building on the lot.
SETBACK, MINIMUM
The depth of a required front yard.
SEXUAL ENCOUNTER ESTABLISHMENT
A business or commercial establishment that, as one of its primary business purposes, offers for any form of consideration a place where two or more persons may congregate, associate, or consort for the purpose of specified sexual activities when one or more of the persons is seminude or nude. The definition of sexually oriented businesses shall not include an establishment where a medical practitioner, psychologist, psychiatrist, or similar professional person licensed by the state engages in medically approved and recognized sexual therapy.

SIGN
A name, identification, description, display or illustration which is affixed to or painted or represented directly or indirectly upon a building, structure, or piece of land and which directs attention to an object, product, place, activity, person, institution, organization or business.
SIGN, ADVERTISING
A sign which directs attention to a business, commodity, service or entertainment conducted, sold or offered elsewhere than upon the premises where such sign is located or to which it is affixed.
SIGN, BUSINESS
A sign which directs attention to a business or profession conducted or to a commodity, service, or entertainment sold or offered upon the premises where such sign is located or to which it is affixed.
SIGN, FLASHING
Any illuminated sign on which the artificial light is not maintained stationary and/or constant in intensity and color at all times when such sign is in use. For the purpose of this chapter, any revolving, illuminated sign shall be considered a flashing sign.
SIGN, GROSS SURFACE AREA OF
The entire area within a single continuous perimeter enclosing the extreme limits of such sign and in no case passing through or between any adjacent elements of same. However, such perimeter shall not include any structural or framing elements lying outside the limits of such sign and not forming an integral part of the display.
SIGN, WINDOW
A window sign is any sign, whether temporary or permanent, whether illuminated or nonilluminated, that is located in a window. A temporary window sign is a sign constructed of paper, cardboard or plastic which is neither designed nor intended for display for a period in excess of 12 weeks. All paper and cardboard signs shall be considered temporary signs.
SPECIAL USE
Any use of land or buildings, or both, described and permitted herein, subject to the provisions of § 285-26-9.
SPECIFIED ANATOMICAL AREAS
Uncovered or exposed human genitals, pubic region, vulva, pubic hair, buttock, female breast or breast below a point immediately above the top of the areola or nipple, or the human male genitals in a discernible erect state, even if completely and opaquely covered.

SPECIFIED SEXUAL ACTIVITIES
Sexual conduct, being actual or simulated, acts of human masturbation, sexual intercourse, or physical contact, in an act of apparent sexual stimulation or gratification, with a person's clothed or unclothed genitals, pubic area, buttocks, or the breast of a female; or any sadomasochistic abuse or acts including animals or any latent objects in an act of apparent sexual stimulation or gratification.

STORY
That portion of a building included between the surface of any floor and the surface of the floor next above it, or if there be no floor above it, then the space between the floor and the ceiling next above it. Any portion of a story exceeding 14 feet in height shall be considered as an additional story for each 14 feet or fraction thereof.
STORY, HALF
That portion of a building under a gable, hip or mansard roof, the wall plates of which, on at least two opposite exterior walls, are not more than 4 1/2 feet above the finished floor of such story. In the case of one-family dwellings, two-family dwellings, and multiple-family dwellings less than three stories in height, a half story in a sloping roof shall not be counted as a story for the purpose of this chapter. In the case of multiple-family dwellings three or more stories in height, a half story shall be counted as a story.
STREET
All property dedicated or intended for public highway, freeway, or roadway purposes or subject to public easements therefor.
STREET, ARTERIAL
The following streets: Dixie Highway, Western Avenue, Governors Highway, Kedzie Avenue, Crawford Avenue, Flossmoor Road and Vollmer Road.
STREET LINE
A line forming the boundary of the right-of-way of an existing or dedicated street.
STRUCTURAL ALTERATION
Any change other than incidental repairs, which would prolong the life of supporting members of a building, or other structures, such as bearing walls or bearing partitions, columns, beams or girders.
TELECOMMUNICATIONS TOWER

A. 
Any structure that is designed and constructed primarily for the purpose of supporting one or more antennas, including self-supporting lattice towers, guy towers or monopole towers. The term includes radio and television transmission towers, personal communications service towers (PCS), microwave towers, common-carrier towers, cellular telephone towers, alternative tower structures, and the like.
B. 
This definition does not include any structure erected solely for a residential, noncommercial individual use, such as television antennas, satellite dishes or amateur radio antennas.
TERRACE, OPEN AND PATIO
A level plane or platform which, for the purpose of this chapter is located adjacent to one or more faces of the principal structure and which is constructed not more than four feet in height above the average level of the adjoining ground.
TOWNHOUSE
A dwelling containing more than two dwelling units, each having a completely separate entrance at ground level.
TRAILER
A vehicle without motive power, used or adaptable for living, sleeping, business or storage purposes, having no foundation other than wheels, blocks, skids, jacks, horses or skirting, which does not meet Building Code requirements and has been or reasonably may be equipped with wheels or other devices for transporting the structure from place to place. The term "trailer" shall include "camp car" and "house car." A permanent foundation shall not change its character unless the entire structure is erected in accordance with the Village Building Code.
USE
The purpose for which land or a building thereon is designed, arranged, or intended, or for which it is occupied or maintained, let or leased.
YARD
Open space on a lot which is unoccupied and unobstructed from its lowest level to the sky, except for the permitted obstructions specified in § 285-3-3.
YARD, PROVIDED FRONT
An open space on the same lot with a building between the front line of the building and the front lot line for the full width of the lot.
YARD, PROVIDED REAR
An open space (unoccupied except by accessory buildings) on the same lot with a building, between the rear line of the building and the rear line of the lot, for the full width of the lot.
YARD, PROVIDED SIDE
An unoccupied space on the same lot with a building, between the building and the side line of the lot, and extending from the front line of the building to the rear line of the building.
YARD, REQUIRED FRONT
A yard extending along the full length of a front lot line and back to a line drawn parallel to the front lot line at a distance therefrom equal to the depth of the required front yard.
YARD, REQUIRED REAR
A yard extending along the full length of the rear lot line and back to a line drawn parallel to the rear lot line at a distance therefrom equal to the depth of the required rear yard.
YARD, REQUIRED SIDE
A yard extending along a side lot line and back to a line drawn parallel to the side lot line at a distance therefrom equal to the width of the required minimum side yard, but excluding any area encompassed within a required front or rear yard. Dimensions of minimum side yards specified in the district regulations of this chapter refer to the required width of each side yard rather than to the total width of both side yards, unless otherwise specified.
